June 12, 1995 <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, to <br />concur with the recommendation of the Planning Commission that <br />UP-95-13 be approved on first reading, and was adopted by <br />unanimous vote. <br /> <br /> (e) GHP-95-01 HIGHLAND NEIGHBORHOOD -Request of Beacon <br /> Construction Company for a group housing project <br /> to construct 112 apartment units at Williams <br /> Court, 2012 Victory Boulevard. <br /> <br />A. J. Johnson, 324 Oyster Point Road, Suite 65, provided <br />information on the proposed application. <br /> <br /> Motion by Mr. Martin, and seconded Mr. Pitts, to concur <br />with the recommendation of the Planning Commission to approve <br />GHP-95-13 with the aditional condition that an application to <br />rezone the remainder of the parcel RS-75 be filed within thirty <br />days after approval of the group housing permit. <br /> <br /> Substitute motion by Mr. Pitts, and seconded by Mr. Martin, <br />to concur with the recommendation of the Planning Commission to <br />approve GHP-95-13 on first reading, and was adopted by a vote of <br />6-1 (Wehh). <br /> <br />UNFINISHED BUSINESS - <br /> <br />95-222 Public Hearing on code ~unendments: <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Robinett, to <br />suspend the rules to allow Les French an additional three <br />minutes, and was adopted by unanimous vote. <br /> <br />Les French, 208 Glasgow Street, spoke in opposition to CA-94-08 <br />and Z-95-16, and in support of CA-95-01 and Z-95-05. <br /> <br />Alan Gollihue, 216 North Street, spoke in opposition to <br />CA-94-08. <br /> <br />Michael Goodwin, 437 London Boulevard, spoke in support of <br />Z-95-16. <br /> <br />Edward Blonts, 421 London Boulevard, spoke in opposition to <br />Z-95-05. <br /> <br />Stuart Nelson, 3328 County Street, spoke in opposition to <br />Z-95-05 and in support of Z-95-16 and CA-94-08. <br /> <br />Robert Heely, 507 Westover Avenue, Norfolk, spoke in opposition <br />to CA-94-08. <br /> <br />(a) CA-94-08 <br /> <br />CITY CODE AMENDMENT - A proposal to amend Zoning <br />Ordinance Article IV Historical Districts by <br />adding "restaurants" to Historic Limited Office <br />districts with use permits, deferred from the <br />Public Hearing meeting on May 8,1995. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Griffin, to table <br />consideration of the CA-94-08. <br /> <br /> Substitute motion by Mr. Pitts, to deny CA-94-08, was <br />defeated due to a lack of a second. <br /> <br /> The original motion was adopted by a vote of 5-2 (Martin, <br />Robinett). <br /> <br />(b) CA-95-01 <br /> <br />CITY CODE AMENDMENT - A proposal to amend Zoning <br />Ordinance Article IV Historical Districts creating <br />a Historic Limited Business i and Historic Limited <br />Business 2 zoning districts, deferred from the <br />Public Hearing meeting on May 8, 1995. <br /> <br /> <br />
