June 12, 1995 Motion by Mr. Robinett, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Commission that UP-95-13 be approved on first reading, and was adopted by unanimous vote. (e) GHP-95-01 HIGHLAND NEIGHBORHOOD -Request of Beacon Construction Company for a group housing project to construct 112 apartment units at Williams Court, 2012 Victory Boulevard. A. J. Johnson, 324 Oyster Point Road, Suite 65, provided information on the proposed application. Motion by Mr. Martin, and seconded Mr. Pitts, to concur with the recommendation of the Planning Commission to approve GHP-95-13 with the aditional condition that an application to rezone the remainder of the parcel RS-75 be filed within thirty days after approval of the group housing permit. Substitute motion by Mr. Pitts, and seconded by Mr. Martin, to concur with the recommendation of the Planning Commission to approve GHP-95-13 on first reading, and was adopted by a vote of 6-1 (Wehh). UNFINISHED BUSINESS - 95-222 Public Hearing on code ~unendments: Motion by Mr. Hawks, and seconded by Mr. Robinett, to suspend the rules to allow Les French an additional three minutes, and was adopted by unanimous vote. Les French, 208 Glasgow Street, spoke in opposition to CA-94-08 and Z-95-16, and in support of CA-95-01 and Z-95-05. Alan Gollihue, 216 North Street, spoke in opposition to CA-94-08. Michael Goodwin, 437 London Boulevard, spoke in support of Z-95-16. Edward Blonts, 421 London Boulevard, spoke in opposition to Z-95-05. Stuart Nelson, 3328 County Street, spoke in opposition to Z-95-05 and in support of Z-95-16 and CA-94-08. Robert Heely, 507 Westover Avenue, Norfolk, spoke in opposition to CA-94-08. (a) CA-94-08 CITY CODE AMENDMENT - A proposal to amend Zoning Ordinance Article IV Historical Districts by adding "restaurants" to Historic Limited Office districts with use permits, deferred from the Public Hearing meeting on May 8,1995. Motion by Mr. Hawks, and seconded by Mr. Griffin, to table consideration of the CA-94-08. Substitute motion by Mr. Pitts, to deny CA-94-08, was defeated due to a lack of a second. The original motion was adopted by a vote of 5-2 (Martin, Robinett). (b) CA-95-01 CITY CODE AMENDMENT - A proposal to amend Zoning Ordinance Article IV Historical Districts creating a Historic Limited Business i and Historic Limited Business 2 zoning districts, deferred from the Public Hearing meeting on May 8, 1995.
