<br /> At the Public Hearing Meeting of the City Council held on
<br />Monday, June 12, 1995, there were present:
<br />
<br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons,
<br />Bernard D. Griffin, James C. Hawks, James T. Martin, Cameron C.
<br />Pitts, P. Ward Robinett, Jr., C. W. McCoy, Assistant City
<br />Manager, George M. Willson, Acting City Attorney.
<br />
<br /> Vice Mayor Clemons opened the meeting with prayer which
<br />was followed by the Pledge of Allegiance to the Flag.
<br />
<br /> The Mayor calIed the meeting to order and welcomed all in
<br />attendance.
<br />
<br />95-269 Public hearing on rezonings, use permits, and group
<br />housing projects:
<br />
<br />(a) Z-95-14
<br />
<br />RIVEREDGE NEIGHBORHOOD - Application by Portsmouth
<br />Partners of Virginia to rezone 75 Cambridge Street
<br />from Commercial C-1 and Residential RM-75 to
<br />Residential RS-60-K Conditional.
<br />
<br />James Naquin, 3741 Elliott Avenue, provided information on the
<br />application.
<br />
<br /> Motion by Mr. Robinett, and seconded by Mr. Hawks, to
<br />defer consideration of Z-95-14 to the June 27, 1995 regular
<br />City Council Meeting, and was adopted by unanimous Vote.
<br />
<br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, to
<br />suspend the rules and consider action on 95-269 (b) item
<br />Z-95-15 after the Unfinished Business items, and was adopted by
<br />a vote of 6-0-1(Hawks abstained).

<br />(c)' UP-95-11
<br />
<br />DOWNTOWN NEIGHBORHOOD - Use permit request of
<br />Pastor Joshua Broomfield to operate a church at
<br />600 Washington Street.
<br />
<br />Joshua Broomfield, 1825 Camden Avenue, representing the Prentis
<br />Park Seventh Day Adventist Church, spoke in support of the
<br />proposed application.
<br />
<br />Louis Turner, 127 Oregon Avenue, spoke in opposition to the
<br />application.
<br />
<br />Ben A. Beamer, Sr. 4308 Templar Drive, spoke in support of the
<br />proposed application.
<br />
<br />Kevin Hubbard, 1328 Battlefield Boulevard, Chesapeake, spoke in
<br />support of the proposed application.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to
<br />concur with the recommendation of the Planning Commission that
<br />UP-95-11 be denied, and the motion was adopted by the following
<br />vote:

<br />John Braley, 420 Middle Street, provided information on the
<br />proposed application.
<br />
<br />Dr. Robert Albertson, 417 Middle Street, spoke in support of
<br />the proposed application.
