<br /> ~th. #The excavation on M~. Vernon Ave. revemls that i~ will he a waste of money to put
<br />on this street a non-rigid pavement. ! am therefore re~aesting that the Oity ~_~_~ager De au-
<br />thorized to use his discretion in substituting for the bituminous macadam a rigid type of
<br />pavement and that the money allotted to this street be used in constructing this pavement over
<br />as great an extent ~f the street, commencing ~t the Boulevard, as it will be possible to cover
<br />and extending south. A letter from the contractor showing the inadvisability of using bitumi-
<br />nous macadam on this street is attached. Action by the Couucil at this meeting is requested.#

<br /> On motion of Mr. Smith, the privilege of the floor was granted to a Committee from the
<br />8th Ward 0ivic--Lee~ue. Mr. Chas. F~. Harper and Mr. Oarney spoke urging the adoption of the
<br />Manager's recommendation.
<br /> Then Mr.~ Hall moved that the M_~ager be authorized to substitute a rigid ~type of
<br />pavement for bi,ruinous pavement on'Mt. Ve~on Ave., amd that the street ~e paved so~th to High
<br />street, provided !it can be done from funds um~llocated fro.m 8th Ward Bond Issue.

<br />quested permission to move its side track on Elm Ave. south of Lincoln St. to a point between
<br />~efferson and Maupin ets. Xt is recommended that this request be granted, provided they con-
<br />struct a water-bound macadam pavement in .~the area now oc~pled by the side track.#

<br /> - At a joint meeting of the ~ndustrial, and Industrial-Finance Oommission~:? of the
<br />Norfolk Portsmouth 0hsm~r of Commerce, the undersigned were appointed a committee to work out
<br />a plan for installing and fina.~cingan lndustrtal B~_reau alor~ lines which have been so suc-
<br />cessful.at Baltimore.
<br />
<br /> The Industrial Burean&t Baltimore has in four years aided in bringing some 300
<br />new indastries and about $~0,OO0,000.OO of new capital to the City of Baltimore.
<br />
<br /> We have s~ud~ed care.fully the Baltimore plan, we have h~d conferences with Mr.
<br />Geo. Smith, who installed the plan in Baltimore, and we have consulted a rmtmber of ourcitizens
<br />concerning the pla~; we are convinced, and Mr-. Smith concurs in the belief, that the plan if
<br />endorsed and supported by the 0ity of ~orfolk will be successful here.
<br />
<br /> We therefore petition you to appoint your President to represent you on
<br />dustrial Commission and urge YOu to adopt an ordinance appropriating $~,~00.00 per_~ear for
<br />three years, to be used exclusively for the work of the Xndustrial Burean/of the Norfolk-
<br />Portsmouth Chamber of Commerce and to be available e~ch year only when the lmdustrial Commission
