"In' accordanc~ with your instructions, I beg to-state that I have investigated the subject of scales and the Chief of the Bureau of Markets, Mr. H. H. ~tthews, estimates that a smitsble scale may bob ought and insSalledfor about $1,500.O0. He suggests that the scale be installed on Seabosmd La~e at theeastern end of the market or possibly in the lane beside and to the north of the Armor~. ! will put an item for this work in the annual budget and it can then be given detailed consideration by the Finance Oommittee." On motion, the communication was ordered to be filed. 3rd. "In connection with the sale of a lot in Oak Grove Oemetery at' the north end of an alley adjoining the Moore lot, the filling in the alley covered the curbing and name on the Moore lot. -~ It is requested that ! be authorized to transfer this curb and name at an estimated cost of $1d. "I am forwarding herewith a letter from the Secretary of the Humane Society, asking that a motor car be:~supplied the Humane Officer and that one half the proceeds of fines col- lected from theviolation of the Humane Act revert to the Society. If we assign a motor car to the ~mm~e Officer, his usefulness as a Traffic Officer is diminished and we can not assign an officer exclusively to the humane work. The 0ity treasury is not in a condition to.justify diversion of funds to the humane work at the present time. While, therefore, ~npreciatmug the very valuable and splendid work done by the Humane Society, I am compelled at this time to recommend disapproval of its request. it is suggested, however, that the letter be referred to the Finance Committee for consideration when the budget is considered.# On motion, the communication was referred to the Finance 0ommittee. 6th. "A recent monthly inspection made by the Superintendent of the Water Department of the 0ity inolnerator reveals that its general condition is such as to render the immediate const~=ction of a new incinerator imperative. The boiler shell has become ac thin under the continued action of heat and water and espeoially nnder the forced work during the summer rendered necessary by the fact that the old incinerator is of insufficient capacity to take care of the sum~er garbage, that a complete breakdown may occur at any time. I am therefore asking that this communication be referred to the Finance Ocmmittee to whom detailed d~ta will be given in order that we may study the project. T~.~e cost of the incinerator proper, using the present stack, will be about $~0,000.00. In connection with this, however, I think that the entire tract of land adjacent to the incinerator site, which has been previously recommend- ed to the 0ouncil for purchase, should now be bcug.ht and our plan for Oity stables, sheds, asphalt plant and storage piles carried to conclusion as soon as practicable, leaving the present stable available for a Oity machine ~hop and garage~ The full development of this project will probably cost $40,000.00, making the total cost Sd0,O00.O0. When the savdng in garage rent, rent of storage ground, sit~ for asphalt pls~t and increase in efficiency are considered, the investment would be more than self-supporting. Its approval is recommended. Even, however, if the gene=al project is not ~oproved, immediate action on the incinerator is absolutely necessary." On motion, 'the recommendation was referred to the Finance 0ommittee. ?th. "With reference to communication of W. E. Mitchell of 524 Ollfford St., c~llingat- tention to the fact that all property owners had not complied with the provisions of the ordi- nance relative to concrete driveways, I beg to ~tate that I have investigated this matter and find that Mr. Mitchell's complaint w~s not aimed at any particular person, but was a general one. There have been great nu~ers of d~iveways put in in the last few years and I find that some one hundred and eighty permits for them have been issued instead of comparatively few. I have instructed the City Engineer to follow up the matter vigorously and to see that all delinquent property owners comply with the law." On motion, the communication was ordered to be filed. ~th. "It is recommended that funds by bond issue be provided for the following expected capital expenditures during 19~5: Schools, $170,000.00; Continuation of sewer Rrogram in 6th & yth Wds., $150,O00.00; New fire engine house coverinE ~th & 8th Wds., $15,O00.~00: New 1.O00 gal. pumper, $1~,000.00; New Incinerator, $40,000.00; ~ew Oity stable, corrals, &c~, $40,~00.00; Additional land for Oity Park, $21,000.00. On motion, the recommendation w~s referred to the Finance Committee. The 0ity Maneger statedlthat the owners of the baseball park needed about 500 loads of ~irt to fill in their park, and as the High School AthleticAss0ciation has the free use of the Said p~rk, he requested that he be allowed to use hie judgement in furnishing the said dirt, provided it can be done free of cost to the Oity. On motion, the request was gra~uted.
