<br /> 5th. "I am forwarding herewith a letter from the Secretary of the Humane Society, asking
<br />that a motor car be:~supplied the Humane Officer and that one half the proceeds of fines col-
<br />lected from theviolation of the Humane Act revert to the Society.
<br />
<br /> If we assign a motor car to the ~mm~e Officer, his usefulness as a Traffic Officer
<br />is diminished and we can not assign an officer exclusively to the humane work.
<br />
<br /> The 0ity treasury is not in a condition to.justify diversion of funds to the humane
<br />work at the present time. While, therefore, ~npreciatmug the very valuable and splendid work
<br />done by the Humane Society, I am compelled at this time to recommend disapproval of its request.
<br />it is suggested, however, that the letter be referred to the Finance Committee for consideration
<br />when the budget is considered.#

<br /> 6th. "A recent monthly inspection made by the Superintendent of the Water Department of
<br />the 0ity inolnerator reveals that its general condition is such as to render the immediate
<br />const~=ction of a new incinerator imperative. The boiler shell has become ac thin under the
<br />continued action of heat and water and espeoially nnder the forced work during the summer
<br />rendered necessary by the fact that the old incinerator is of insufficient capacity to take
<br />care of the sum~er garbage, that a complete breakdown may occur at any time. I am therefore
<br />asking that this communication be referred to the Finance Ocmmittee to whom detailed d~ta will
<br />be given in order that we may study the project. T~.~e cost of the incinerator proper, using
<br />the present stack, will be about $~0,000.00. In connection with this, however, I think that
<br />the entire tract of land adjacent to the incinerator site, which has been previously recommend-
<br />ed to the 0ouncil for purchase, should now be bcug.ht and our plan for Oity stables, sheds,
<br />asphalt plant and storage piles carried to conclusion as soon as practicable, leaving the
<br />present stable available for a Oity machine ~hop and garage~ The full development of this
<br />project will probably cost $40,000.00, making the total cost Sd0,O00.O0.

<br /> When the savdng in garage rent, rent of storage ground, sit~ for asphalt pls~t
<br />and increase in efficiency are considered, the investment would be more than self-supporting.
<br />
<br /> Its approval is recommended. Even, however, if the gene=al project is not ~oproved,
<br />immediate action on the incinerator is absolutely necessary."

<br /> ?th. "With reference to communication of W. E. Mitchell of 524 Ollfford St., c~llingat-
<br />tention to the fact that all property owners had not complied with the provisions of the ordi-
<br />nance relative to concrete driveways, I beg to ~tate that I have investigated this matter and
<br />find that Mr. Mitchell's complaint w~s not aimed at any particular person, but was a general
<br />one.
<br /> There have been great nu~ers of d~iveways put in in the last few years and I find
<br />that some one hundred and eighty permits for them have been issued instead of comparatively
<br />few. I have instructed the City Engineer to follow up the matter vigorously and to see that
<br />all delinquent property owners comply with the law."

<br /> The 0ity Maneger statedlthat the owners of the baseball park needed about 500 loads of
<br />~irt to fill in their park, and as the High School AthleticAss0ciation has the free use of
<br />the Said p~rk, he requested that he be allowed to use hie judgement in furnishing the said
<br />dirt, provided it can be done free of cost to the Oity.
