<br /> The increase in the estimate for Public Service is necessary for the operation of
<br />the new market which will, however, be self-supporting.
<br />
<br /> The lsmge increase in ~he estimate for Intersst and sinking fund, amounting to over
<br />$~0,OO0.00 should be borne in mind and it must be realized.that bonds can not be issued without
<br />making provision for interest and sinking fund.
<br />
<br /> It~costs the Oity $?O,000.O0 a year approximately to carry a bond issue of $1 000,000.
<br />This, on our present assessment, means an increase in the tax rate of eighteen cents. ~uring
<br />the past year bonds aggregating over $1,300,000.00 have been issued and provision must also be
<br />made for the City, s share of interest on the cost of construction of the Dismal Swamp Road.
<br />
<br /> The increase under the head Miscellaneous is ~e to the prgposed appropriations for
<br />the Norfolk-Portsmouth.Traffic Commission and for the Norfolk-Portsmouth Industrial Commission
<br />and the addition of one employee in the Department of Transportation.
<br />
<br /> The increase in the current expenses of the Water Depsmtment is due entirely to the
<br />increase in fixed charges covering interest and sinking fund.
<br />
<br /> The estimated~income from all sources for the 0ity proper on a $2.10 tax rate is
<br />$1,328,~00.00. The large increase in total estimated revenue in 1925~as competed with 1924
<br />is due to an anticipated income of $30,000.00 from the N~rket and of'$185,000.00 from the
<br />ferry. It is to be noted, however, that this la~ge increase from the ferry will be for 1925
<br />only as it includes six months increase carried over from 1924. The budget as estimated will
<br />leave a small surplus of about $6,000.00. I again stress the necessity of the most strenuous
<br />efforts in the collection of taxes and urge that the law relative thereto be strictly enforced.

<br /> It is also well to s~in note that a fruitful source of deficit is the special ap-
<br />propriation end for that reason no such appropriations~shou!d be made during the y~ar except
<br />when absolutely necessary."

<br /> On motion, the submitted budget was ~eferred to the Finance 0ommittee.

<br /> The following ordinance, which had been placed on its first reading October 28th, was
<br />taken up and read:
