November <br /> <br /> At a regular~meeting of'the City Counci~ November 25th there were present: <br /> <br /> Nessrs~ Vernon Brooks~ Jno. Hows~rd Hall, <br /> J. Alden Oast, J. C- Smith, J. R. Stewart,- <br /> R.E.B. Stewart, L, G. White, 7. <br /> Also the O~ty Nanager. <br /> <br /> The minutes of the regular meeting November 12th and special meeting November 18th <br />were read and were approved.- <br /> <br />REPORTS OF COMMITTEES <br /> <br /> Referred November i2th <br /> <br /> Recommendation of the M~nager that he be allowed to pay, out of appropriation for Street <br />Gleaning, for repair~ to automobile of M~. Everett Skeeter which wae .damaged by a limb Telling <br />from a tree on Oo~t St, opposite the Municipal Building. <br /> It is recommended that the Nanager he allowed to pay for said repairs, out of ap- <br />propriation for Street-Cleaning. <br /> <br /> Recommendation of the Maneger that a special appropriation of $50. be allowed, to he~p <br />pay the 0ity's part of deficit which h~s been incurred in the League of Virginia Municipalities. <br /> It is recommended that said appropriation be allowed, provided the other cities <br />appropriate their part of deficit. <br /> <br /> Communication from the Mansger recommending approval by the 0ouncil of personnel needed <br />by the Assessors in making the assessment, the work they propose to do and the estimated~est <br />to t~e Oity. <br /> This m~tter will be reported on in the 1925 Budget. <br /> <br /> ~dget of proposed expenditures by the several departments of the 0ity for the Yes~r 1~25, <br />submitted by the Manager. <br /> Progress a~ to same. <br /> <br />Reports of the Oity Auditor and City 0oliector for the month of October, 19Z$. <br /> We have examined ~these reports and it is recommended that they be filed. <br /> <br /> R~quest of Hamby P. Barber to be refunded $18.90 p~id in error for taxes for the Years <br />l~21, 1~22, and 1923, on one lot No. 44, Phillips Tract, located on Air Line Road, South Side, <br />in the ~th Ward of this O~ty. <br /> Progress. <br /> <br /> Bill of Russell A. Walker to amount of $15.00, as substitute Police Justice ~ctober ~2nd <br />to October 24th, inclusive.~ $15' <br /> it is recommended that a special appropriation of $15.00 be allowed t, pay this b ill. ~ppr¢ <br /> <br /> Resolution of th~ Portsmouth Chamber of Commerce asking that the City Council appropria- <br />te a sum preferably of not less than $1250.00 to be expended in~0ity advertising for the <br />Year 1925~ with the understanding that the expenditure of said money would be made only~ <br />as the need arise~ and only on the authorization of the 0ity Council. <br /> This matter will be considered in the Budget for 1925. <br /> <br />Referred November 18th <br /> <br /> Petition of Trustees of Jackson Memorial Baptist Ohuroh to- be allowed to pay nine months <br />taxes on house and lot $1~O5 Elm Avenue, p~vchased by them September 29th, 1~25, for use <br />~s parsonage; to be relieved of payment of three months taxes om 1924; and that no assess- <br />ment of this property for taxation be made for succeeding years. <br /> Progress. <br /> <br /> Request of the Ci~y Ooile~tor that $2.t$ be rei~Anded to Octavia Oarrington, <br />in eror on Wm. Alexander Realty & Investment Go. asking that Mrs. Turner <br />be allowed t~ pay to the Oily $300.00 in full for all taxes on property located at the ~ <br />north-west corner of London and Water streets, which has been assessed to Joseph Seawa~rd <br />Estate for about i00 years, and as far back as there are ~ny record~no taxes having been <br />paid on same. <br /> It is recommended that. the Oity accept $~00.00 in payment for all taxes on said <br />property up to and including the Year 1~2~. <br /> <br /> ~d it is further recommended that the Treasttrer be authorized to pay, out of- <br />funds on hand-from collection of Dog Taxes, bill of P.
