<br /> same for the purpose of a playground. ! mailed to as many of the owners as ! could locate
<br /> offers to purchase the property. Several of them refused the offers and others failed to
<br /> amswer the communication. None of them accepted the offer~
<br />
<br /> Since that time, the Legislature has authorized cities to condemn land for playground
<br />purposes. ! therefore request that I now be authorized to again offer the~owners assessed
<br />value of their lots amd in the event the offers are not accepted that the 0ity Attorney
<br />be directed to acquire the land by condemnation.
<br />
<br /> The 0ity Attorney has prepared a ~esolution which accompanies this letter and which
<br />he desires to be approved by the Oouncil. This playground is to be established from Ninth
<br />Ward funds and is requested by the Ninth Ward Oivic League."

<br /> The following is the resolution:
<br /> "Be it:-resolved by the Oeo, oil of the Oity of Ports-

<br />
<br /> WHEREAS, It is deemed desirable ~o establish a playground-in theblock of land in,which
<br />is located the Prentis Park School Bumlding, in Harrison Ward, in the 0ity of Portsmouth,
<br />Virginia, and known as block number 36 on the plat of the Prentis Park Oorporation recorded
<br />in the OlerkSs OSfioe of Norfolk Oounty,
<br />
<br /> WHEREAS, The Oity Manager of th~ City of Portsmouth was directed t~.~ offer the various
<br />owners of the lots in said block the assessed value of their respective lots; and
<br />
<br /> WHEREAS, The 0ity Manager has reported that he has been unable to come to terms with
<br />any of said owners, and all of said owners have refused or neglected to accept said offers;
<br />
<br /> Now, therefore, 9e it resolved, that the 0ity Manager is hereby authorized to sgain
<br />offer to the following owners the following sums of money for the lots owned by them in
<br />said block:

<br /> On motion, the communication was referred to the Finance Committee.

<br />this paving from First to Dinwiddle St. will be $17,815.OO.

<br /> There is at present a oassable pavement from First to Fourth St. and during
<br />the coming year, it may be possibl~ for us, from maintenance funds, to extend this class o f
<br />pavement.to Dinwiddie St., provided Dinwiddie St. is paved. I therefore recommend that
<br />the question of permanent pavement be delayed for the present until a new paving program
<br />is considered."
