<br /> The Rules for Shve~nment of the Council of the 0ity of Portsmouth, Virgi~a, plowed on
<br />first reading by. Council December 9th, were taken up and re~d: (See crdiuance~for s~me)

<br /> Mr. Hall moved that the first clause'of Section I be amended to read as folIows: "There
<br />shall be regula~ meetings cf the Oouncil on the second~ud four~ Tuesdays in cash mcnth~at
<br />8 o'clock P. M.~and oonti~me in session not later than ll o'o!ock P. M."
<br /> The ~mendment was adopted.

<br />acted at a special meeting which is not distinctly and specifically setforth in the no,ice
<br />of such meetLug, except by consent cf all members elected to the Council."

<br /> Mr, Brooks moved that Section ~ be amended to read as follows: "After the Co~ucil'shall
<br />have fAnally rejected an ordinance'or resolution, ~ugther[of substantially the same.import
<br />shall not be placed on the.dgcket by the CIerk or en~ertazne~ by the ~ouncil, except a majo~it~
<br />of the members elected petitzo~ for same, before the expiration of three mon~l~s, after whicm
<br />time such'rejectiOn shall have no effect thereon."

<br /> Mr.~ewart (R.E.B.) moved that section 8 be amended to read as follows: "~After the
<br />shall have'finally rejected an ordimance or resoluti~$~another of substantially the same~ import
<br />shall, net ~eplaced on the doekeSby the Clerk or entertained bythe 0ouncil~
<br />of the members electedpetition for same, before the expiration of three.months~ after which
<br />time such rejection shall have no effect thereon."

<br /> Nm. Stewart (J.R.) moved that the second paragraph of Section 1~ be amended~$o ~ead as
<br />follows: #A 00mmi~tee on Finance, consisting of seven members, ~o whom shall be refer~ed all
<br />matters relatin~ to ~inance. They Shall also make a monthly examination of the aecount~ of
<br />the Treasurer, City Collector, and City Amditor and render areport thereof to the Oou~cil
<br />at its reguls~r meetings."

<br /> A request of the Oity Ooliector that Bonnie Gorbin Wilkins be refunded $6.~5 paid in error
<br />on double 'assessment, property being as~sessed in the same name twice, was referred to Fine~oe
<br />Committee.

<br /> The reports~',of the City Collector, City Treasurer, a~d Oity Auditor for the manth of Novem-
<br />ber, 1~24, were presented and were referred to the Finance Committee.

<br /> Am Order of Cou~t relieving_ certain pa~ties from pa.vment~, of taxes erroneously assessed and
<br />refunding oertain parties for taxes paid in error, wasreferred to the Finance Committee.

<br /> The following repot% of the Oommissioner of the Revenue of omi~ted values of Real
<br />for the Tears 1921, 1922, 1923, amd 192~, was refex~ed to the ~inanee Committee:
