<br />At a regular meetiug of the City 0ouncil December23rd there were present:

<br />December 18th were read and were approved.

<br /> Recommendati~on of the Manager that action be t~ken relative to his recommendation cover-
<br />inghucksters~ details of this recommendation imposing an ann~al tax of $600.00 on each wagon
<br />being mow with the Finance Oommittee.
<br /> It is recommendedthat the following ordinance be adopted:

<br /> · . A~ Ordinance Requiring
<br />a License Tax of Peddlers of Ms, kef Produce, Fresh Meats or Fish~ and Vendors of Fruits,
<br />Nuts, Confectioneries, Ice Oream, Tea, 0offee, Sold on the Streets or in Other Places in the
<br />the Oity of Portsmouth.
<br />
<br /> Repo~rt from the Oity Manager stating that it will Cost $~2,O00.00 to ~mt an 18 ft. m~cadam
<br />roadway on O~estnut St. between Randolph a~d Limco~n.streets. Also recommendation that he be
<br />authorized to offer the owner $1,750.00 for the amount of land nA~essary tc extend the wester-
<br />ly margin of ~he s~eet between Randolph a~d Lincoln Sts. on the same line as that portion
<br />of the street north of Randolph and if this amount is not accepted, the Oity Attorney be di-
<br />rected to institute condemnation proceedings.

<br /> Recommendation of the Manager that he be authorized to again offer the owners of the lots
<br />in block $36 on plat of P~entis ~ark the assesseA values of their lots aud in the event the
<br />offers are not accepted that the Oity Attorney be directed to acc~ire the land by comdemna%ion.
<br />Also enclosing resolution from the City Attorney bea~ing on the same.
<br /> It is recommended that the recommendation of the Manager be concurred in~and that
<br />the attached resolution beadopted in connection therewith:

<br /> "Be it Resolved by the 0ouncil of the Oity of Portsmouth, Virginia, That

<br /> WHEREAS, It is deemed desirable tO establish a playground i~ the block of lar~ in
<br />which is located the Pre, tis Park School B~ilding, in Harrison Wa~, in the City' of Portsmout~
<br />Virginia, a~d kmow~ as block number 36 on the plat-of the Prentis Park COrporation recorded
<br />in the Olerk's Office of Norfolk Oounty, aud
<br />
<br /> WNEREA~, The Oity Manager of the City of Portsmouth was directed to offer the v~ious
<br />owners of the lots in said block the assessed value of their respective lots; and
<br />
<br /> WHEREA~, The Oii~y N~nager has repo~ted that he has been unable to come to terms
<br />~with any of said owners, and all of said owners ~ave refused or neglected to accept said offer;
<br />
<br /> Now, therefore, be it ~esotved, That the Oity Nanager is hereby authorized to again

<br />~efuse to sell for the above sums."

<br />Office for the Oivil Justice.
<br /> It is recommended that this m~tter be referred to the City Manager.

<br /> Request of ~ohn Co Niemeyer, Oommissioner of th~ Revenue,. that Mr. Eddie L. Bowen be
<br />refumded $~.00 p~id by him-forOity Taxes for the'Year 1923, for building that did not exist

<br /> It is recommended that an appropriation of $42.00 be allowed to m~ke said refund.
