<br />day, effective April 22nd, 1925."

<br /> 2nd. #I have a request from Mrs. F. S. Hope for the erection of horse troughs at Lincol~
<br />And South ets., Broad St. near the Police station and the north end of Elm Ave. Each of
<br />these fountains will ~ost $160.00 and will cost thereafter $1. OO per month.

<br /> I am unwilling at this time t0 make recommendation for any avoidable special ap-
<br />propriations and I am therefore recommending that I be authorized to tell Mrs. Hope that
<br />these troughs will be provided for, if practicable, in the next year's budget."

<br /> These were items which it was impossi~zle to foresee and the Building Inspector
<br />assures me that they were necessary incidents to the work.

<br /> Itmay be noted that the amount due Messrs. Oscie Dashiell and Son. was determined
<br />by arbitration.

<br /> The item~of the Imperial Sheet Metal Works cove~ed a temporary smoke stack which
<br />we had to put it in order to heat the building before the permanent plant was ready. The
<br />bill of E;P~TwXl~y'"cSve~sz:~fficelandzcloak room fixtures. The bill of Taylor Parker Com-
<br />pany is the excess of the cost of actmal work over estimated work on accoumt of developments
<br />w~ich could not he foreseen~he~-the order was originally given.
<br />
<br /> The bill of the Portsmouth Gas Compauy is for service lines in the street leading
<br />to the bmilding. I expect to take this up further with the Gas Oompauy but am including
<br />it in the present statement so as to make it complete. A special appropriation of $400.00
<br />is requested to cover thews items."

<br /> 4th, "I beg to call attention to the fact that there are no police telephones in the
<br />vicinity of the village of Truxton and when it is necessary to send in an alarm from that
<br />part of the Oity the police officer sending in the alarm is dependent on private telephones
<br />for Oity bus,ness. When the alarm is sent in late~at night it is often inconvenient and
<br />some times impossible to get to a private telephone.
<br />
<br /> As this part of the City is probably the best colored section, paying the lar-
<br />gest amount of taxes of any colored Aistrict,, I am-of the opinion that a police telephone
<br />sho21d be supplied. The estimated cost is $233.00,
<br />
<br />A special appropriation of this amount is requested."
