<br /> Request~ of.the Commissioner of the Revenue that W. H. Robertson be exonerated from pay-
<br /> ment of taxes on building charged in the year 1920 on lot No..1_9, block 8, plat of West Park
<br /> View, there being no buildings on the lot for said Year.
<br /> It is recommended that ~r. Robertson be relieved from~payment of $125.00 taxes for
<br /> the Year 1920 on building erroneously a-ssess~d for $5,000.00.

<br /> Mr. Brooks moved that the report be ~dopted, except the ~ecommendatlon with reference
<br /> to assessing abutting owners for public improvements. The motion was adopted, and by th~

<br /> The Finance Committee presented also "A~.Ordinance of the Budget Appropriations for the
<br /> Oity of Portsmouth, Va., for the Year 1926.·
<br /> On motion of M~. Stewart (R.E.B.), the ordinance was place~on first reading.

<br /> The following communications were read from the ,Oity
<br /> 1st. "The Director of
<br /> Public Welfare has had a careful examination made covering the sanitary condition of the
<br /> water off the north beach of the 0ity Park. Samples were collected from both ends and from
<br /> the central part of the beach, a total of seventy-nine being taken. The analytical .work was
<br /> done in the laboratory by Mr. Wm. F. Lawrence. Only one sample showed the presence of colon
<br /> bacillus of animal origin and the conclusion follows that the water off the north shore of
<br /> the Olty Park is sa~e for bathing pu~oses at the present time. Due consideration must, how-
<br /> ever, be taken of such further pollution as may result from increased density of population
<br /> in 'Watervlew, Westh~.ven and Gle~shallah. In addition on flood tides there is a possibility
<br /> of pollution occ~rrLug as a result of the new sewer ou~fall for the Port Norfolk section.
<br /> Further contamination .from these sources might be determined by frequent examinations of
<br /> water which can be compared wi~,h the present survey as a standard.
<br />
<br /> In view of the possibility of farther pol. lution, I am of ~he opinion that at the present
<br /> time no heavy investment should be made in bumldings but that the work of the 0ity for the
<br />present at least should be confined
<br /> to the clea~ of the beach and the construction of a
<br />walkway along the ~meach. The first item will cost $2,925.00, which will clear a space 55 ft.
<br />by !?00 f.t. and will involve th~.emoval of 4500 cub'it yards~ of material. The cost of the
<br />walkway is estimated at $1650.00, the total expenditure would be $4575.00, t.o which should
<br />be added $45y.00 for ~c.on~t.i_.nge~?ies a~n.d_s~_p_~ery_ision, m~king the total aporoprmation necessary
<br />for +.he work desired · ~nms ~me om ~D,U3E.~O.
<br />
<br /> The bathing~beach will be one Of the~ greatest attractions at the park and I believe will
<br />be largely patronized. The DireC~or?o~~ l~Abll~ Welfare requests that it be provided for in
<br />the present budget as a capital expenditure and on account of the great patronage which it
<br />will in all probability receive, ! concur in his views and so recommend.

<br /> On motion, the commuDication was referred to Finance 0ommittee.
