1 70 <br /> <br />June 27, 1995 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />June 27, 1995, there were present: <br /> <br /> Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., <br />James C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward <br />Robinett, Jr., Johnna R. Whitaker, Deputy City Manager, George <br />M. Willson, Acting City Attorney. <br /> <br /> Reverend Reginald A. Early, Martin Luther King, Jr. <br />Monumental United Methodist Church, opened the meeting with <br />prayer which was followed by the Pledge of Allegiance to the <br />Flag. <br /> <br /> Vice Mayor Clemons called the meeting to order and <br />welcomed all in attendance. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, to <br />approve the minutes of a Called Meeting on June 12, 1995; a <br />Regular Meeting on June 12, 1995; a Called Meeting on June 13, <br />1995; a Regular Meeting on June 13, 1995 with the noted <br />correction by Mr. Griffin to the School Board nominations, and <br />a Called Meeting on June 20, 1995, and was adopted by unanimous <br />vote. <br /> <br />95-306 Presentation of special pins to newly appointed Boards <br />and Commissions merabers. <br /> <br />95-307 Non-Agenda Speakers <br /> <br />1. Helen Person, 1314 Green Street, spoke on relocation for the <br />residents of Washington Park. <br /> <br />2. Louis Whitehead, 4415 County Street, spoke on zoning in <br />Westhaven. <br /> <br />- Unfinished Business <br /> <br />95-269 - Public Hearing on a rezonlng: <br /> <br />(a) Z-95-14 <br /> <br />RIVEREDGE NEIGHBORHOOD - Application by <br />Portsmouth Partners of Virginia to rezone 75 <br />Cambridge Street from Co~ercial C-1 and <br />Residential RM-75 to Residential RS-60-K <br />Conditional, deferred from the Public Hearing <br />meeting on June 12, 1995. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to <br />accept the letter of withdrawal by the applicant for the <br />rezoning, and was adopted by unanimous vote. <br /> <br />95-269 Use permit and group housing project: <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Hawks, to <br />adopt the following resolution, approved on first reading at <br />the Public Hearing meeting of June 12, 1995, and was adopted by <br />the following vote: <br /> <br />Les French, 208 Glasgow Street, spoke in support of the <br />application. <br /> <br />95-269 (d): <br /> <br /> "A RESOLUTION GRANTING A USE PERMIT TO JOHN AND CAROL <br />BRALEY FOR THE OPERATION OF A BED AND BREAKFAST INN AT 420 <br />MIDDLE STREET. <br /> <br /> WHEREAS, John and Carol Braley have made application <br />pursuant to Section 40-102.2 (B) (1) of the Code of the City of <br />Portsmouth, Virginias 1988~ for the granting of a use permit as. <br />hereinafter-described; and <br /> <br /> <br />
