Brinson,
City Ot~rk & Auditor,
Portsmouth, Va.

read for the special meeting:

'~Portsmouth,

Va., February 20, 1926.

Dear $ir:N

Please call a special meeting of the 0ity Council for Tuesday, F~oruary 23rd, at
5 o,clock p. m., to take up such matters as may properly come before the body.
Very truly~yours,

The "call" having been read,
were ~wproved.

L. G. WHITE, Prest."

the minutes of the regular meeting Februa~ygth were read and

The following commu_~ications were read ~rom the City. Manager:
let. "I beg to state that
t~e present Water Department office is rented on a year to year basis and it is necessary~~
emther party to the lease to give three months notice in ad~ance prior to July lst~ 1926.

The Superintendent of the Water Department must therefore know definitely a~few days be-
fore April let, t926, whether the Water Department office is to remain in its presen~ location."

On motion of Mr. Smith, the commu~ication was referred to Finance Oommittee.

2nd. ~In an effort to reduce the budget no ne~w lamps were included in the budget for 1926.
There are, however, so many urgent requ?sts on hand for lamps that I deem~i~ advisable that
~ive lamps should be authorized for 1926. The annual cost will be $250.00,"

On motion, the communication was referred to Finance Committee.

3rdo "I have a request from the Chief of the Fire Department to be permitted to pur~aase
an acteylene weldmng and cutting outf~ ~ from t~e approprmatmon for repamrs to apparatus. The
cost of this outfit will be.$135.26. I amsatmsfied~that a good~e~t of money ~y be saved
by using this ~oparatus not 0nly in the Fire Department bu~ in ~h~ Engineerin~ Department.
I h~ave conferred with the 0hief of Fire Department in Norfolk who tells me that they find the
apparatus of. the greatest use at all times in making repairs and that on several occasions, it
would have been indispemsable at fires where it was used in cutting through barred wmndows, etc.

I am therefore recommending that I be allowed to purchase this equipment from the
fund appropriated for repairs to apparatus. As no appropriation is r&quired, it will not be
necessary for it ~o go to the Finance Oommittee unless the 0ouncil so desires."

On motmo.~, the re~comm, endation was referred to Finance 0ommittee.

4th. "I am fo~,arding herewith a letter from the Retail Merchants Association requesting
the passe~e of an ordinance regulating persons moving household goods and furniture. It ~is
recommended that the ~atter be referred to the Gmty ~torneywith ~nstructmons to study it
s~ud to prepare ~an ordmnanoe if ~ound legal and advisable a~ter study.~

motion, the communications were referred to the 0ity Attorney,

5th. "I am forwarding a petition signed by Mr. J. B. Jones and. sundry others doing business
in or near the'Oity~arket asking that motor busses be routed from High St., through M~iddle to
0olumbia, to Crawford and back to High St.

On account of the very small number of passengers delivered by the busses on this
loop and on account of the traction ordinances now under consideration at the present time by
the Traction Oommittee, in ~ry opinion, it would be inadvisable to make the change desired at
the present time. It is suggested, however, that the l~tition be referred to the Traction
Committee a~d that the 0onsolidated Bas Corporation be given an opportunity to be heard before
~ decision ms made."

On motion, the communication and petition were referred to the Transportation Oommittee.

6th.
