<br /> In connection with the recommendation that $5,000.00 be appropriated to pay the claim
<br />of O. M. Robinson, architects, for t~eir plans for the I~nicipal Building, the following communi-
<br />cation was read:

<br /> As attorneys for Mr. Charles M. Robinson, Architect, we beg to ad~ise that as the
<br />joint Municipal ~nd 0o~uty Building to be erected in the 0ity of Portsmouth, for which Mr. Robin-
<br />son dmew plans a~ud specifications, has not been erected, Mr. Robinson will accept $5,000 in
<br />p~yment of his services for drawing saidpl~ns and specifications with~ the following understend-
<br />~.ng:

<br /> If the proposed~ building is erected s~ud the plans of Mr. Robinson are used, he
<br />will receive full payment for his services as architect, and the $5,000 will be credited on the
<br />amount due him; If the said bum dang is not erected and his plans are not used, then the said
<br />$5,000 is to be in full payment of the amo~mt due him by the 0ity of POrtsmouth ~or drawing
<br />said plam~ and specifications.

<br /> It is further understood that~ you~ will act definitely on this' offer at your meet-
<br />ing to be held tomight, and if it is accepted by you, ~ld $5~000~ will be paid to Er. Robinson

<br /> The following communications were read from ~he Oity Manager:
<br /> let. "On Dec. 10th, 1925,
<br />Mr. Ben Jacobson,-contracting plumber of this City, left on the sidewalk 63 ft. ofwool pipe
<br />covering. VFnile he was gone this covering was picked up by a garbage collector a~d taker to
<br />the dump~ MLr. Jacobsen feels that he should be re-imbursed for the cost of this materiel which
<br />w~s $12.~. The 0ity Engineer and Mr. L. G. Brandt, who'was~a witness in the matter, both feel
<br />that the driver was not to blame in mistaking the covering for ~ubbish and that h~ made a rather
<br />natural mistake.
<br />
<br /> Under these conditions, I recommend that Mr, Jacobsen be re-imbursed for his loss.

<br /> 2nd. "I am in receipt of a letter from th~ Superintendent of Schools.in which he makes
<br />request for the construction of sidewalks a~d walkways' at the Robert E~ Lee School in LeeWard.
<br />This covers sidewalks on the-front and two sides of the building and w~lkWays leading from the
<br />sides to the two front doors.
<br />
<br /> The total yardage is about 400 sq. yds. and the cost will be about $800.00. It is
<br />believed thatth~Is work may be done from ou~ appropriation for the repai~ of sidewalks and
<br />authority is requested to undertake it with the understanding that it may be necessary to ask
<br />the 0ouncil for a small ~defici~ncy ~Dpropri~tion at the end of the yeast."

<br />On motion, the commm~ic~tion was referred to Finance 0ommittee.
<br />
<br /> 3rd. "I am forw~rding herewith a ~orm of mutual general release to be signed by the proper
<br />anthorities of the City of Portsmouth and County of Norfolk when the ferries are turned back
<br />to their owners.
<br />
<br /> ~ne Attorney has e~x~_~ined this contract ~ud is of the ~opinion that it is proper, and
<br />ckrawn in proper form. I therefore recommend that ~he ~0ouneil authorize the proper officials
<br />of the ~0ity to sign it."

<br /> On motion of M~. 'Brooks, action on the release contract was ~eferred to a special meeting
