<br />justice shall~et as Judge of the Juvenile and Domestic Relations Court, and Providing for the
<br />Compensation of the Substitute Civil and Police Justice.

<br />The Finance 0ommittee recommended that the following Tax Ordinance be adopted:

<br /> An Ordinance for Imposing and Collecting Taxes on, Real Estate, Taagible Personal P~operty,
<br />Intangible Personal Property, and Bank Stock within the Limits of the City of Portsmouth, Vir-
<br />ginia, for the Purpose of Raising Revenue ~for the Support of +~he Government and~the Public t~ee
<br />Schools, smd to Pay Interest and Sinking Fund on the Public Debt, for the Year Beginning Feb-
<br />r~ary 1st, 1926.

<br />On motion of Mr. Brooks, the ordinance was placed on first reading.

<br /> The following communications were read from the Oity M~uager:
<br /> 1st. "Under date ,of May 22n~
<br />1~26, Mr. E. A. Stri~er made application for retiremen~ on account of physical disability. I~
<br />accordance with the law, this case was referred to the Retirement~Board. The Board is unani-
<br />mously of the opinion that Nr. Stringer should be retired. Mr. Stringer's service with the City
<br />has not been continuous but he has worked continuously f~r the last' five years. His to~al ser-
<br />vice amounts to over thirty years.
<br />
<br /> Our retirement law d~es not~9~ver the retirement of amy City employees except members of
<br />the Police and Fire Departments. Several employees of other classes, however, have been retired
<br />at $50.00 .per month m~d it is recommended that Mr. Stringer be allowed the same retirement com-
<br />pensation.
<br />
<br /> On motion, the commumication was referred to the Fina~ce Committee.
<br />
<br /> 2nd. "~ am forwarding her~writh draft of an ordinance paralleling the State law regulating
<br />the operation of vehicles on public highways.
<br />
<br /> It is essential that this ordinance be passed at once in order that the 0ity may not
<br />,lose fines accruing from its violation.
<br />
<br /> The law follows the State law which of course applies if the City does not parallel
<br />the State statute. ! recommend that it be passed Tuesday night, July ~3th, as am emergency
<br />measure.~
