<br />"The Fire Programs Fund provides funds to improve fire
<br />'ice operations by making it possible to provide firefighters
<br /> up-to-date safety equipment and training.
<br />
<br />The 1994 Fire Programs Fund allocation of $108,757 has been
<br />[ved, and Chief Donald Newberry has allocated its use to
<br />ore fire protection and services to the citizens of
<br />smouth. For example, these funds will he used to update
<br />ective clothing, breathing apparatus, and other firefighting
<br />)ment, as authorized on the attached list.

<br />I, therefore, recommend that $108,757 be.transferred from
<br />~rants Contingency Account to be used as indicated...

<br />:oring Program.

<br />"I san pleased to inform you that the Department of Criminal
<br />.ce Services has authorized funding to implement a Home
<br />:tonic Monitoring Program in Portsmouth through the
<br />~mouth Sheriff's Office. This grant for $57,227 is funded
<br />~e State and requires no local match.
<br />
<br />The program is designed to allow selected inmates who would
<br />· wise be incarcerated in a more expensive overcrowded jail
<br />· onmenu to serve their sentence in a supervised home and
<br />environment.
<br />
<br />I, therefore, reconunend approval of the program and the
<br />fer of $57,227 from the Grants Contingency Account to
<br />de the necessary appropriation for the progrsan.-
<br />
<br />Motion by Mr. Pitts, and seconded by Mr. Martin, to
<br />fer $57,227 to provide the necessary appropriation to
<br />ment the Home Electronic Monitoring Program, and was
<br />ed by the following vote:
