Willson, Acting City <br /> Attorney. <br /> <br /> Reverend Philip Parker, Calvary Baptist Church, opened the <br /> meeting with prayer which was followed by the Pledge of <br /> Allegiance to the Flag. <br /> <br /> Mayor Webb Called the meeting to order and welcOmed all in <br /> attendance. <br /> <br /> Motion of Mr. Hawks, and seconded by Mr. Martin, to <br />approve the minutes of a Called Meeting on June 26, 1995; a <br />Called Meeting on June 27, 1995; and a Regular Meeting on June <br />27, 1995; and was adopted by unanimous vote. <br /> <br />95-329 Reaffirmation of Portsmouth's endorsement of the <br />twinning of Eldoret, Kenya as our Sister City. Participants <br />include Mayor Webb, The Honorable Cllr. Josiah K. Magut, Mayor <br />of Eldoret, Margaret Davis, Chair, Portsmouth Sister Cities <br />Commission and Bernard Rotich, Commission Liaison with Eldoret. <br /> <br />95-330 - Non-Agenda Speakers <br /> <br />1. Peter Baar, 111 High Street, spoke on the disruptions from <br />the Riverfront Cafe. <br /> <br />2. Carl Westminster, I High Street, spoke on the disruptions <br />from the Riverfront Cafe. <br /> <br />3. Jeffrey Hersh, i High street, spoke on the disruptions from <br />the Riverfront Cafe. <br /> <br />4. Donald Brown, i High Street, spoke on the disruptions from <br />the Riverfront Cafe. <br /> <br />5. E. Stanley Murphy, i High Street, spoke on the disruption <br />from the Riverfront Cafe. <br /> <br />6. Elijah Sharp, III, 702 Hancock Avenue, spoke on various <br />funding needs of the Cavalier Manor area. <br /> <br />- CITY MANAGER'S REPORT - <br /> <br />95-331 - Letter from the Deputy City Manager In-Charge <br />recommending adoption of an ordinance to close a number of <br />streets and private lanes on the site of the proposed Hampton <br />Roads Regional Jail. <br /> <br /> "It is necessary to close a number of streets and private <br />lanes in order to build the proposed Hampton Roads Regional <br />Jail. The Planning Commission will meet with the viewers <br />Council appointed prior to your meeting on July 11 and make a <br />recommendation to you at that time. The streets affected are <br />portions of Duncan, Hyman, Baxter, and Trotter Streets and <br />portions of two private lanes. <br /> <br /> I, therefore, recommend the adoption of this ordinance to <br />close the street and lanes." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Hawks, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> <br />
