<br /> Recommendation of the ~nager that O. B. Du~un, motorcycle officer, be re-imbursed for 9
<br />days lost from duty,, emouuting to $4~.55, on account of being injured while pursuing a speeder
<br />and ru~ing i~to a motor car belonging to Nr. J. C...Bain; no special appropriation being neces-
<br />sary for same, and that a special ~ppropriation of $6.~O b.e allowed to pay Mr. Bain for actual
<br />cost of damages to his.machine.
<br /> It is recommended that the Na~uager's recommendation be concurred in, and that a spec-
<br />ial appropriation of $6.50 be made to pay Nr. Bain for d~ages to his machine.

<br />Mr. Maupin moved that the Council take a recess for ten minutes. The motion was adopted.

<br /> Upon reconvening,~ the Transpor ration Committee made the following report on the bid of
<br />the Virginia Elec~ric & Power Go. for the street railway franchise:

<br /> "Hon. 0ity Oouncil.
<br /> Gentlemen:-~ Your Oommittee to which was referred a bid of the Virginia
<br />Electric and Power Oompany for the proposed street railway franchise, which was s~ivertised for
<br />bids pursuant to the provisions of the ordinance adopted by the 0ouneil on July 21st, 192~
<br />after mature deliberations, do report and recommend that the bid of the Virginia Eleetri~ and
<br />Power Oompany ~e accepted, and that its name be inserted in the ordinance as advertised, and
<br />that Said ordinance be enacted by the 0ounbil.

<br />An Ordiuance to provide for the granting by the Oity of Portsmouth, Virginia to the
<br />person or persons o~ to the corporation hereafter to be ascertained in the mode
<br />prescribed by law, the fr,~m~hise, right~az~iprivilege to construct, maintain
<br />and operate, by electricity or any other motive power except steam permitted
<br />by the Oouncil of the 01ty of Portsmouth, for the term and upon the conditions
<br />hereinafter stated, a street railway or railways, together with all.curves,
<br />turn-outs, connections, pole lines, .overhead and u~derg~oundwires, ~ables,
<br />conduits and appliances to be used in the operation thereof or in connection
<br />therewith, upon certain of the streets, alleys and p~bli¢ places of the City
<br />of Portsmouth, and the right to use said_streets, alleys and public prates
<br />hereinafter mentioned for such purposes.
<br />
<br /> Mm. ~tewart (J.R.) moved that a special meeting be called for Friday, August 2?th, at 8
<br />p. m., for consideration of the stree~ railway franchise. The motion was adopted.

<br />The Clerk stated that he had made a.mi~take and read the wrong caption to the ordinance.

<br /> Hr, Stewart (E,E.B.) moved to reconsider the action which p!a~ed the above ordinance on its
<br />first reading: The motion was adopted. '--

<br />Mr. Stewart (J.R.) moved that the following ordinance be placed on its first reading:

<br /> An Ordinance to grant to The Virginia Electric and Power 0ompany, its successors and as-
<br />signs~ the franchise, right and.privilege to construct, maintain and operate, by electricity or
<br />a~y other motive ~power exsept steam permitted by the Oouneil of the Oity of Portsmouth, for the
<br />term aud upon the conditio~ hereinafter stated, a street railway or railways, together with
<br />all.curves, turn-outs, connections, pole lines, ~verhead and undsrgrcund w~res, cables, co~-
<br />~its and appliances to be used in the operation thereof or in connection therewith, upon certain
<br />of the streets, alleys ~dpublic places of the Oity of Portsmouth, and the right to use said
<br />streets, al!eye and public places hereinafter mentioned for such purposes.
