G. ~hite, 6. <br /> Also ~the City Nanag~r. <br /> <br /> The minmtes of the regular meeting AUgust lO,h were read and were approved. <br /> <br /> The 01erk delivered to the presiding officer of the Oouncil in open session, and the <br />presiding officer presented ~o the Council the bid of the Virginia Electric & Power Company, <br />for the franchise, rights and privileges advertised for sale by the ordinance entitled: <br /> <br /> · AN ORDINANOE to provide for the granting by the City of Portsmouth, Virginia, <br /> to the person or persons or to the corporation hereafter to be ascertained <br /> in the mode preseribed~y law, the~ frauchise, right and privilege to con- <br /> struet, maintain and operate by electricity or any other motive power ex- <br /> cept steam permitted by the Council of the City of Portsmouth, for the <br /> term a~d upon the ~onditions hereinafter stated, a street railway or rail- <br /> ways, together with all curves, turn-outs, connections, pole lines, overhead <br /> and underground wires, cables, conduits amd applia~uees to be used in the <br /> operation thereof or in connection therewith, upon certain of the streets, <br /> alleys and public places of the City of Portsmouth,. amd the right to use <br /> said streets, alleys and public places hereinafter mentioned for ~ch pur- <br /> poses,~ <br /> <br />which was adopted by the 0ouncil of the 0ity of Portsmouth, July 21st, 1928, together with <br />two certified checks d~awn~on the Amerio~u National Bank, Portsmouth, Virginia, one for-Five <br />Hundred~ollars, to cover the amount of the bid, and the other for Five 2housand Dollars, to <br />be held upon the condition set forth in the above entitled ordi~-uee, which bid as relieve <br />the presiding officer cause~ to be read aloud for public information a~d then inquired if <br />any further bids were offered and no further bids being offered the presiding officer de- <br />clared the bidding closed a~dreported that this was the only bid received: <br /> <br />"August ~O, 1926. <br /> <br />TO THE COUNCIL OF THE OITY OF PORTSMOUTH: <br /> <br /> The Virginia Electric and Power Come, any hereby submits its bid ~f Five Hundred Dollars <br />($500.00) for the franchise, rights and privileges proposed to be g~anted by the ordinance <br />entitled~ <br /> "AN ORDINANOE to provide for the granting by the City of Portsmouth, <br /> Virginia, to the person er persons or to the corporation hereafter <br /> to be ascertained in the mode prescribed by law, the franchise, right <br /> and privilege to construct, maintain and operate, by eleetrieity~or <br /> any other motive power e~oept~ steam permitted by the Oouneil cf the <br /> City of Portsmouth, for the term and upon the conditions hereinafter <br /> stated, a street railway or railways, together with all curves, turn-outs, <br /> oanneettons, pole lines, overhead and underg~omndwires, ¢ables, ~e~duits, <br /> ~d~appliances to be used in the operation thereof or in connection <br /> therewith, u~on certain of the s~eets, alleys and publi¢ places of <br /> the City of Portsmouth, and the right to us, e said streets, alleys and <br /> public places hereinafter mentioned for such purposes" <br /> <br />w~ich was adopted by your honorable body on July 21st, 1926, and has been duly advertised <br />in accordance with law. <br /> <br /> There is enclosed herewit~ certified checks on the American National Bank, Portsmouth, <br />Virginia, one for the sum of Fmve Hundred Dollars ($500.00), the amount of this bid and <br />the other for the sum of Five Thousand Dollars($5,000.O0), which is to be held by the 0ity <br />Olerkupon the conditions enumerated in Section 13~of the f~anchtse ordin~nce, and to be <br />returned to the mndersigned as provided in sub-section #~" Of said Section 13. <br /> <br /> VIRGINIA ELEOTRIO AND POWER OOMPANT, <br />~y F. Secretary." <br /> <br />The Chair referred the bid to the Transportation 0ommittee. <br /> <br />The following report was ~e~drfrdm the Finance 0ommittee: <br /> <br />Referred August 10th <br /> <br /> Oommantoatlon from the City Manager stating that the appropriation for advertising is <br />exhausted and recommending a ~soe¢ial ~ppropriation of $1,000.O0 to cover eventualities for <br />the remainder of th~ Year 1926. <br /> It is recommended that said ~ppropriation be not made. <br /> <br /> Petition of F. Russo and other citizens and taxpayers of the 0ity of Portsmouth red, est- <br />lng that Oouncil ask the Judge of the Court of Hus~imgs for the 0ity of Portsmouth to appoint <br />aboard of Equalization to consider present tax assessments against property in ~he City of <br />Portsmouth. <br /> <br /> <br />
