November <br /> <br /> NOW, THEREFORE, Be 'it resolved by-the 0ouncil of the City of Portsmouth, Virginia, that <br />the ~onorable Joseph T. 'Deal, United States Representative for the Second District of Virginia, <br />be a~d he is hereby requested to-note an appeal on behalf of' the City of Portsmouth from the <br />findings of the said District Engineer to the Board of Engineers ef the W~r Department, Wash- <br />ington, D. C., or to such other body or bureau which will have jurisdiction of the subjec$- <br />matter, and that he be requested to use his best endeavors to h~ve said improvement made to <br />Scotts 0reek." <br /> <br /> On mstioz~ of Mr. Maupin, the resolution was adopted. <br /> <br /> Mr. Stew~t moved that the President ~be authorized to appoint a 0ommittee to go to Wash- <br />ington in the interest of said matter, if ~ece:sssmy. The motion was adopted. <br /> The Clerk pr~sente~ a oommmzuication from a Mass Metering held by the Citizens of Lee~ Ward <br />on November 8th. <br /> M~. White move~d that the communication be referred to the 0ity~ ~n~ger without being <br />read. The Ch&ir ruled the motion by Mr. White out of order. <br /> Then the communication, as follows, w~s read: <br /> <br />City Oounoil, <br />Portsmouth, Va. <br /> <br />,"Portsmouth, Va., <br />9 November 1~26~ <br /> <br />Eon. Gentlemen:- <br /> <br /> At a Mass Me,ting held November eighth, at the Annex Fire Station, Elm Ave., <br />to the citizens of Lee ~ard instructed the below signedOo~mittee to c&mmmu~ioate with your <br />HonorabAe Body and most vigorously protest the City Manager 's, e~remely hasty a~dunprecedented, <br />contemplated action of removing the present Chief of Police, Ma~or James Talbot, without reason, <br />charges or fair trial in Office. <br /> <br /> The Citizens of Lee Ward also wish to protest the 0ity Ma~gers undenied <br />intention to supplant the present enoumbem~ with ~ former 0bier of Police of this 0ity who re- <br />signed under fire a~ud who was denied the privilege to withdr~w~is reSignAtion after"the <br />vesti~ation or sometime thereabouts. <br /> <br /> In addition to the abo~e the citizens are positive that if the ~resent Ohief <br />of Police is give,.an absolute free hand, and the entire support of the City Namager, to'dis- <br />charge and employ members o~ City Police Force without'regard to blood, family, financial or <br />fraternal relationship to any person or persons, he will, in a~astonishingly short period of <br />time bring-about peace and ha=mony in the said Force together with the desired efficiency. <br /> <br /> Thanking your Honorable Body for any consideratio~ you may give this communi- <br />cation which we believe expresses the sentiment of all lovers of justice, we_are, <br /> <br /> L.
