Brooks, the 0ity Attorney was instructed to draft deeds for the lots <br /> <br />sold and the proper City Officials were authorized to execute same. <br /> <br /> 3rd. #In reference to petition referred to me from the West park View Garden Club, ask- <br />lng for lights at the corner of Spratleyand Guthrie_Sts., Spratleyand First Ave., Barton <br />and First Ave., and Leckie and First Ave., will state that I had already_ordered a light to be <br />placed at First Ave. a~d Leckie St., which is, I believe, the worst corner. This light has <br />already-been installed. I have gone over the matter.with the City Engineer and the Electrical <br />Inspector az~lwe have taken the City map a~d in checking over all the lights of the Oity$ find <br />that some places have more light them others ~ud more than they need in some instances and <br />a.good ma~y sections have not sufficient lights. As you know, these lights have been installed <br />from time to time in the past years. ~ In some places throughout the City, there are high powered <br />lights where low powered lights woBld be sufficient and vice ver~. Some lights are too close <br />to the pole and do not l~op~rly distribute the lights; I have had several of these changedto <br />swing in the center of the street and the Power Oompany representatives have agreed to make <br />these changes for the City and we are correcting these from time to time. : <br /> <br /> ! have so m~ny requests for-lights from various parts of the City, that unless <br />the Council allows more lights for 192?,than they have in the past, it will be impossible <br />to grant the request of the West Park View Garden Club. In rearranging the lights of the Oity, <br />we may be able to save a few lights when we complete the survey b~t as there are sc many needed <br />in the different sections of the City, I doubt if we will be able to place as many in West <br />Park View as the~ desire. <br /> <br /> I hope to be able to make a definite report by the next meeting of the Council on <br />the lighting sitaation." <br /> <br />On motion, the communication was ordered to be filed. <br /> <br /> ' 4th. "I have investigated the matter of protecting passengers to and from street cars on <br />the corner of High and Crawford Sts., which was referred to me at the last meeting. There are <br />several bad conditions at this corner.. At times there are fou~ or fi~e street oars waiting <br />to receive passengers and several ~f the merchants near this corner ~mload their merchandise <br />from cars placed there by the Seaboard Air Line. I have had an officer check the time these <br />cars remain on the tracks and find that one car remained there four days from the time it was <br />placed by the Seaboard. I took this matter up with the yardmaster of the Seaboard and he as- <br />eured~me that he would m~ve the cars in the future as quickly as they were unloaded. <br /> <br /> Traffic Officer Sykes has watched this corner and has taken the matter up with the <br />merchants whose places of business are near the corner. These merchants, finding out that <br />we were endeavoring to make some change, have petitioned me asking that I please not block <br />the street. On Major Broughton's taking charge of the Department, I referred th · matter to <br />him,~together with the City Engineer, and hope to make this corner as safe as possible, taking <br />into consideration the congestion of box oars and street cars and[certain rights that the mer- <br />chants have of ~etting to and from their places of business. It appears to be a small matter, <br />but at.the same time, it can not be made absolutely safe unless the street is closed, and I <br />do not feel that we should close the street, there~y, deprivi~n~ the merchants of access to their <br />places of business, t believe we can make it suffmcmentt~ s~e without closing it." <br /> <br />On motion, the communication was ordered to be filed. <br /> <br /> 5th. "I hereby appoint Mr. James Talbot as special policema~m for the month begimning <br />December let. I hope it will be your pleasure to approve the appointment." <br /> <br />On motion, the notice was ordared to be filed. <br /> <br /> 6th. "I am submitting herewith agreement between the Seaboard Air Line Railway. Oompany <br />and the City. of Portsmouth as to ~" sewer main orossing under the Railway's tracks and property <br />at Prentis a~d Elm Aves. <br /> <br /> This agreement has been approved by the Oity Engineer and also by the City Attorney, <br />as tQ form. <br /> It is recommended that it be approved by the Council and that the proper officer <br />of your body be authorized to sign it.~ <br /> <br /> "THIS AGREEMENT, Nade this 1Sth day of November, 1~26, between Seaboard Air Line Railway <br />Company, a corporation of Virginia and other States, hereinafter designated 'Railway,s of the <br />first part; and City o£ Portsmouth, a m~ni¢ipal corporation duly existing under the laws of <br />the State of Virginia, hereinafter designated 'Licensee,, o~ the second part.
