January 2~,

Dear Sir:

IN RE:

Telephone conneczlon without corporate limits of
Portsmouth.

I enclose herewith to you a copy of a letter from Mr. C. H. Weber, Division Manager,
of the Chesapeake and Potomac Telephone Company of Virginia, from which it will sqopear that,
provided the Oity authorities of Portsmouth can assure us that they wi±t make no objection to
the placing of ~uiditional cables in the streets of Portsmouth, we can secure telephone connect-
ions for the applicants outside the corporate limits, and for some along the lines of these
o~bles required for servi~ beyond the corporate 1Xmits.

So far as I now see, your City would lose none of its rights by assuring ~us that no
steps would be taken by the City to prevent the laying of these additional cables for service
beyond the City limits, or to require the removal of these special cables on the ground that
they had been placed ~here after the expiration~of the franchise; in other words that they
would be treated in all respects as upon the same footing as cables laid before the expiration
of. the franchise%

~ am of the opinion that this Commission has no authority to require the City of
Portsmouth to permit the laying of these additional cables in i~s s~ree~s, but I trust that
your City authorities will co-operate with us in this attempt to secure service for the t~rri-
tory adjoining the Oity.

We will write you in a separate letter with reference to the situation in the City
of Portsmouth as soon as cum Mr. Smith comes back off a trip and can check over the information
sullied us by the Company.

Yours very truly,

Louis S. Epee, 0~lissioner.~
