April 19%h, at 8 o'clock p. m. , to consider the following ordinance which was placed <br />on _mrst reading bY Council M~rch 22nd: <br /> <br /> An Ordinance !m~osing a License Tax for the Oity of Portsmouth, Virginia, for the <br />Year Beginning May 1st, <br /> <br />Very truly yours, <br /> <br /> Vernon A. BrooEs, President., <br /> <br /> The U~all, having been read, the follOWing ordinance which was placed on' first reading <br /> by Council M~rch 22nd, was taken up and read: <br /> <br /> AN ORDinANCE IMPOSING A LICENSE TAX FOR THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE i~AR <br /> BEGINNING MAY 1st, 1927. <br /> <br /> Dr. D~.nford moved that the privilege of the floor be granted to ~my one inte~ested in <br />any item of the License Tax Ordinance. <br /> The motion was adopted. <br /> Mr. Geo. O. Cabell, attorney, representing the motion~picture theatres, spoke, requesting <br />that a '-red~tion be made in the ~ax on said business. <br /> <br /> The Manager recommended that the following-paragraph be added to Section on "Agents:" <br />"Advertising in street cars a~d ferries by placards, $101. O0.~ <br /> Mr. Mayo moved that the following be substituted therefor: "Persons, firms or corpora- <br />tions, or theiragen~s, advertising~ by placards in street cars, ferries, buses, and other <br />public conveyances, $101. OO., The substitute w~s adopted. <br /> <br /> The Mar~ger also recommended that the following paragraph be added to Section on "Agents:" <br />"Advertising by wagon, othe~ ~han merchant,s owhbusiness on his wagon or vehicles driven <br />through streets with adverti~mng signs, per annum $26.00; per d~y, $2.00~, <br /> Dr. Dunford moved that said recommendation be adopted. <br /> The motion was lost. <br /> <br /> The Manager recommended that the tax on auctioneers be made $36.00 instead of $51~00. The recommendation was adopted. <br /> <br /> The Manager recommended that the second paragraph of Section on "Automobiles, Wagons, Et~ , <br />Using Streets of City," be amended to read as follows: "Each private automobile, a flat tax <br />of $1. OO, a~d ~O oente~per horse power. After August 1st the horse power tax sh~ll be pro-rated <br />quarterly., The recommendation was adopted, on motion of Mr. Stewart. <br /> <br />as !'For Hire Automobiles" and must display sign showing route. This paragraph does not apply <br />to jitneys oper~ing under the-"term of consent, ordinance adopted July 5, 1923-" <br /> No actlonon same. <br /> <br /> The Manager recommended that the fifth paragraph of said section be amended to read as <br /> follows: "On each automobile van or truck, public or private, one ton or less, ~21.00; over one <br /> ton but not over ~wo~ tons,~$36. OO; over two tons but not over three tons, $51.00, and $5.00 <br /> for each ~ditional ~one-h~lf ton above three tons. Each trailer, $26.00. Each c~nvertlble, <br /> $16. O0. Pro-rated q'e~rterly after August 1st" <br /> <br /> The Manager recommended that the 23rd paragraph of Section "Automobiles, Wagons, Etc,, Using <br />Streets of City,, be amended to read as follows: "Each baker truck, wagon or cart, $31.00 for <br />the first of said wagons or carts, and $16.O0 extra for each subsequent one, with the privilege <br />to sell goods therefrom.
