' <br /> <br /> .The minutes of the regular meeting Aprtl 26th were read and were approved. <br /> <br />Finance-- REPORTS_ OF OOMMITTEES <br /> <br />Re~e~redApril 26th <br /> <br /> Resolution of the Portsmouth Ohamber of Oommerce recommending that the <br />carnivals be increased from $?6.00 per day to $150.O0 per day. <br /> Progress as to s~me. <br /> <br />license tax on <br /> <br /> Referred February 8th <br /> <br />(An~ City Attorney) Sequest of Nfs. Lizzie A. Benson, by J. ~. Benson, to be refunded <br />$??.03, paid.in error for Years 1921, 1922, 1~23, 1924~ and i~25, on two 10ts on Sixth St., <br />and one lot on Madison street, the Assessors in 1920 having ~Ssessed said psmty with twelve <br />lots in the block bounded by Sixth street, NavatPlace, Seventh street, and Madison street, <br />whereas ~he owns onl~ nine. ' <br /> It is reccmmended that a special appropriation of $~-~.O3 be allowed to make said <br /> refund, and that said property on Sixth street be relieved from payment of $13.50 1925 taxes. <br /> <br /> It is further recommended that~the Treasurer be authorized to pay, out of funds <br />on hand from collection of Dog Taxes, bill of J. Shirley Hope; Sta~e Game Warden,-to amount of <br />$?0.00, for services~rendered in destroying 28 tagless dogs O $2.50 each. <br /> <br /> And it is further recommen~ed~th~t the following resolution be adopted: <br /> <br /> "RESOLVED, That the City Treasurer, the President of the City Council, and the Chair- <br />man of the Finance Committee, be and they are hereby authorized to make note or notes, payable <br />one year from June 1, 1927, with any person er institution for the agsregate sum of One Hundred <br />Thousand Dollars ($150,000.00), at a rate of interest not to exceed5~ per annum, for the pur- <br />pose of refunding amount borrowed June 1, 1926, to complete the payment of the City's propor- <br />tion of the appraisal of the'Norfolk County Ferries. <br /> <br /> This instruction is given in accordance with an ordinance adopted by the 0ouncil <br />of the City of Portsmouth September 1, <br /> <br /> (Signed) A~thur Mayo, Ohairman. <br /> <br /> On-motion of ~r. ~hite, the first three sections of the report were adopted, and by the <br /> following vote: <br /> AYES-- Brooks, Maupin, Mayo, Cast, White, 5. <br /> <br /> Then M~r. White moved that the resolution recommended in the report be placed on first <br />reading. The motion was adopted, and by the following Vote: <br /> <br /> Ayes-- ~roOks, Maupin, Mayo, Cast, White, 5- <br /> <br /> ~n this connection, Mr. Mayo moved that the City Manager be instructed to negotiate the <br />loan called for in the resolution. <br /> ~g~;M~p~in to substitute, that the Oity Nanager be instructed to make the~ proper investi- <br />gation in connection with negotiating this loan, and to ~eport to the n~xt meeting of the Fi- <br />nance Committee. The substitute was adopted. <br /> <br /> The following communications were-read from the 0ity N~nager: <br /> "let. I beg to announce <br />the death of Mr. Frank H. Borum, a patrolman in the Police Department, which occurred on <br />April 30th~~ 192y." <br /> On motion,~ the notice was ordered to be filed. <br /> <br /> 'tnd. "X.belg to announce the appointment of J. H. Hewitt as patrolman in the Polioei,De- <br />pa~tment, effective this date, vice F. H. Borum, deceased." <br /> On motion,! the notice Was ordered to be filed. <br /> <br /> 3rd. "I beg to announce the appointment of the following substitute police officers: <br />Shirley Hope, E. T. Hunley, Jrt., John H. Maleeed." <br /> On motion, the notice was ordered to be filed. <br /> <br /> ~th. "On the evening of December 21st, 1926, on Mt. Vernon Ave. in Port Norfolk, a street <br />car of the Virginia Electric & Power Company struck No. 1 Chemical wagon and damaged the wagon <br />beyon~ re~air. The piece of apparatus which was loaned the 0ity by the American LaFrance Fire <br />E~gine Company, in the emerg~ncy~ has been purchased for us for the sum of $2,000.00 by the <br />Virginia Electrici & Power GO. as an adjustment. The equipment apoaratus is now the oroperty <br />of the Virginia. E~ec~ric & Power Company and ! umderstand they i~end to salvage it.~ <br /> <br /> Attached you will find a letter from the Ohief of the Fire Department transmitting <br />letter from the Master Mechanic pointing out the superior qualities of the new equipment. <br />am convinced tha~ the City has been properly compensated for the loss incurred in the accident." <br /> <br /> On motion-of Mr. White, the communication was referred to the Finance Oommittee. <br /> <br /> <br />
