<br /> (And City A%torney) Recommendation of the Manager that $102.00 be refunded the Southern
<br />Dairies, Inc., amount paid in error on two three-ton trucks, the trucks being located in Norfolk
<br />and serving only the wholesale trade of Portsmouth; provided the City Attorney's opinion is
<br />given to that effect.
