July 12, 192~ <br /> <br /> The ordinance adopted by the Oity Oouncil on .July 27, 126, provides that no bill <br />board-shall be erected until the site for the same has been approved by the Oouncil. The ordi- <br />nance also requires that where a majority of the buildings within a radius of 200 feet of the <br />site a~e residences, apartment houses, churche~s or libra~ies,i or where the surrounding area is <br />strictly a residential section t~hough n~t o'ccUPied by buildings, the consent of the property <br />owners immediately adjoinirAg the site ~pon which the str*ucture is to be erected, and the further <br />consent of a ti~o thirds of the property owners within a radius of two bunds_ed feet must be ob- <br />tained before the permit for the erection of the bill board can be granted. <br /> In reference to the sites in the application of the Eittrell System, Incorporated, <br />find the fotlowir~: <br /> 1. Site on e&st side of Oou~t Street 125 feet north of Wythe Street. This is in frnnt <br />of the City Piaygr~und, and a majority of the buildings within a radius of 200 feet are not re- <br />sidences, apartment houses, chu_rches or libra~ies. The consent of ~he property owners is not <br />necessamy. <br /> <br /> 2. Site on west side of Fourth Street 50 feet north of Gospo~t Road. This is a mixed <br />block and the Building Inspector~ informs me that a majority of the property within 200 feet is <br />occupied by merc~utile establishments, and that the consent of the owners is not necessary. <br /> 3- Site on Ge. ergo Washington Highway 75 feet west of Pearl Street. There are very <br /> few houses within a rad~ius_ of this site, but t. his appears to_ me to be a strictly residential <br /> seo.~ion. I have With me tomight the p~ges ~f an ~insurance map showing this section for the <br /> Oounil's determination. <br /> <br /> · 4. Site on SOuth side of Air Line Turnpike 275 feet west of William. S.treet. The <br /> only structures within a radius of 200 feet of this site ~.~e residences and a church, excepting <br /> a cluster of bill boards adjoining the site. Oonsidering the bil± boards in this locality I do <br /> no~ believe a~ot~e.~ will do any harm. <br /> <br /> 5. Site north sidle of Air Line Turnpike 200 feet east of Hamilton Avenue. This is <br /> an open field, with only two ~ouses in considerable distance, and' located *~cross the road. <br /> could not tell whether either of the <br /> of them are within that distance. <br /> <br />houses are within 200 feet, but certainly not more than one <br />do not believe the' bill bOard would harm anyone at this pointt <br /> Yours very truly, <br /> <br />R.
