<br /> The following communications were read from the City Manager:
<br /> let. "Attached you will
<br />find copy of a letter I wrote to Mr. R. H. Brinkley, Oity ~auager of Suffolk, relative to the
<br />financial condition of the Water Department. The reason for writing this letter was the ~
<br />pearance of an artite in prominent headlines in the 'Suffolk Herald, to the effect that water
<br />rates should be reduced and a similar articta in & Norfolk newspaper. It was feared that these
<br />articles w~uld probably cause not only much unnecessary talk but a misunderstanding with Suf-
<br />folk.
<br />
<br /> After several conferences with Mr. Davis, we thought it best to put the facts 'before
<br />the Otty N~nager of Suffolk wi~h a request that he give the attached letter publicity in the
<br />'&affolk Herald_'~ and we hadit published in our papers, which no doubt you have seen.
<br />
<br /> ! am bringing this mat~er to your attention officially, as I believe it is a matter
<br />which should receive our best attention in the near future and I recommend that we get the
<br />Water Department finances in such shape that we will be able to go into the matter of reducing
<br />the indust~vial rates as soon as possible."
<br />
<br />On motion of Dr. Dunford, the communication was referred to the Finance Oommittee.
<br />
<br /> 2nd. "Attached ~ou will find a bill presented by Isaac Fass, Inc., for $1,375.00 covering
<br />cost of re-inforcing concrete culvert at the extension of Columbia St. The work was done at
<br />the time of the construction of the new Fass Fish house. Under ~he agreement entered into by
<br />the City~with Mr~ ~ass, this storm drain was to be extended for a distance of 78 ft. at an
<br />esti~ted cost of $1,375.00, and the firm of Isaac Fame, Inc., agreed to make the said extension
<br />and the Oity agreed to re-imburse them, the actual cost thereof, not to exceed $1,375.00, after
<br />the extension or,said drain and the improvements to said plan have been made. The plans ~nd
<br />specifications were prepared by the City Engineer and under the supervision and direction of
<br />the City;E~gineer. The agreement entered into states:
<br />
<br /> 'After the completion of said drain and on certificate of City Engineer that its con-
<br /> stractionwas in accord~-uce with his plans s_nd specifications and after the further
<br /> completion of the said improvement to the plant of said Isaac Fass. Incorporated,
<br /> at ~u~ estimated cost of $~O,000. and on certificate of the B~ildim~ Inspector that
<br /> sai~improvement ha~ been completed, the City of Portsmouth hinds itself to refund
<br /> to ~d Isaac Fass; .Incorporated, the actual cost of said drain not to exceed, how-
<br /> eve=,.the~aum, of $1,375.O0.,

<br /> The required certi~icates from the Oity Engineer and B~ilding Impeotor are at-
<br />tached. I recommend that an appropriation be made to cover this bill."
