<br /> The following communications were read from the 0ity Manager:
<br /> 1st. "! am o£ the opinion
<br />that the City should make certain improvements in the Harrison Ward as soon as practicable. I
<br />have a statement from the City Clerk &~Auditor to the effect that there is a bs~lanoe on hand
<br />in the funds of this ward of ~36,Oll. 2~ and $12,258.~9 ~e from the General Fund on the Community
<br />H~ll, maki~ a total of $48,2~9.73 on hand, to the credmt of this w~rd. There are a good m~ny
<br />improvements which should be made from this amount.
<br />
<br /> I am submitting for your consideration a list of needed improvements for which the money
<br />shou±d be made ~vailable:
<br />
<br />Oharleston Ave. from Duke St. to Wst~s Ave.
<br />Des Mo~.ues Ave. to be paved from Dake St. to Key Road wi~h 18' concrete roadway.
<br />Ohestnut St. between Key Road and George Washington Highway to be curbed and guttered and
<br />road bed to be concreted; also two blocks of concrete sidewalk placed on Ohestnut St. be-
<br />tweenKey Road and George Washington Highway.
<br />Key Road between Elm Ave. and 0hest~t S~. to be paved with l~, concrete road bed.

<br /> Of course bids wi&l be asked for mhe ~bove work and it is a most excellent time of the year
<br />to start the work now. I might add ~hat I believe these improvements as suggested would meet
<br />the wishes of the people of that section ms they are permanent improvements and the money will
<br />be well spent. There is no special reason, as I can see, why we should delay the work ~u~til
<br />next year."

<br /> 2nd. ~ ~I h~ve a recommendation from Dr. L. J. Roper, Director of Public Welfare, concerning
<br />the retirement of Mr. J. E. Duke, an employee of the City. Mm. Duke has h~d approximately
<br />thirty t~h~ee yes.rs service with the 0ity and at the present time his physical condition is such
<br />as to render him incapable of further active duties and I recommend his retirement as of May
<br />18th, 192~, which was the last day he worked, at $50.00 per month. Mr. D~ke ha~ been in very
<br />ba~ condition for several months and is now confined to his home. Attached you will find report
<br />on Mr. Duke's condition made by the City Physician, Dr. J. O. Phillips~
<br />
<br />The record of Mr. Duke's service is as follows:

<br /> I have gone over the list of pensions on the City's pay rolls and find that two
<br />former employees holding positions similar to that held by Mr. Duke, h~ve been retired at the
<br />above mentioned rate. Shouzd you concur Lu my recommendation, it will be necessary that ~u ap-
<br />propriation of $350.00 be made to cover this pension for the remainder of the year."
