208; August 7, 1995 At a Public Hearing Meeting of the City Council held on Monday, August 7, 1995, there were present: Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, James C. Hawks, P. Ward Robinett, Jr., Ronald W. Massie, Acting City Manager, G, Timothy Oksman, City Attorney. Vice Mayor Clemons opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The Mayor called the meeting to order and welcomed all in attendance. 95-363 Public hearing on rezonings and use permits: (a) Z-95-19 HIGHLAND/CRADOCK NEIGHBORHOOD - Rezoning application of Farm Fresh, Inc., and Beacon Construction Company to rezone property at the former Williams Court site from Preservation P-1 to Residential RS-75-K, and from Residential Multi-Family RM-75-K to Residential Single-Family RS-75-K and from Residential Multi-Fsanily RM-75-K to Preservation P-1. Eddie Russell, i Commercial Place, spoke in support of the application. Gary Haste, 6006 Churchland Boulevard, spoke in support of the application. Motion by Mr. Robinett, and seconded by Mr. Clemons, to concur with the recommendation of the Planning Commission that Z~95-19 be approved on first reading, and was adopted by a vote of 5-0. (b) Z-95-18 HIGHLAND/CRADOCK NEIGHBORHOOD - Rezoning application of Farm Fresh, Inc., to rezone property at Williams Court from Residential Multi-Fsanily RM-75-K to General commercial C-2. Motion by Mr. Robinett, and seconded by Mr. Hawks, to concur with the recommendation of the Planning Commission that Z-95-18 be approved on first reading, and was adopted by a vote of 5-0. (c) UP-95-15 NORTHSIDE NEIGHBORHOOD - Use permit application of Nathanial C. Ray and Costella Ray for a residential care facility at 1700 and 1704 Bain Street. Nathaniel Ray, 1700 Bain Street, provided information on the use permit application. Motion by Mr. Hawks, and seconded by Mr. Robinett, to refer agenda item UP-95-15 back to the Planning Commission for further consideration, and was approved by a vote of 4-1 (Clemons). UNFTNISHED BUSINESS 95-222 - Public Hearing on the Comprehensive Plan: (g) CP-95-03 COMPREHENSIVE PLAN AGREEMENT - CHI/RCHLAND NEIGHBORHOOD - An amendment to the Land Use Plan of the City of Portsmouth recommending Parks and Open Space at 4510 Twin Pines (Borrow Pit site). Other sections of the plan including, but not limited to Parks and Open Space, deferred from the Public Hearing Meetings of May 8, 1995 and July 10, 1995.
