208; <br /> <br />August 7, 1995 <br /> <br /> At a Public Hearing Meeting of the City Council held on <br />Monday, August 7, 1995, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, James C. Hawks, P. Ward Robinett, Jr., <br />Ronald W. Massie, Acting City Manager, G, Timothy Oksman, City <br />Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor called the meeting to order and welcomed all in <br />attendance. <br /> <br />95-363 Public hearing on rezonings and use permits: <br /> <br />(a) Z-95-19 <br /> <br />HIGHLAND/CRADOCK NEIGHBORHOOD - Rezoning <br />application of Farm Fresh, Inc., and Beacon <br />Construction Company to rezone property at the <br />former Williams Court site from Preservation P-1 <br />to Residential RS-75-K, and from Residential <br />Multi-Family RM-75-K to Residential Single-Family <br />RS-75-K and from Residential Multi-Fsanily RM-75-K <br />to Preservation P-1. <br /> <br />Eddie Russell, i Commercial Place, spoke in support of the <br />application. <br /> <br />Gary Haste, 6006 Churchland Boulevard, spoke in support of the <br />application. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, to <br />concur with the recommendation of the Planning Commission that <br />Z~95-19 be approved on first reading, and was adopted by a vote <br />of 5-0. <br /> <br />(b) Z-95-18 <br /> <br />HIGHLAND/CRADOCK NEIGHBORHOOD - Rezoning <br />application of Farm Fresh, Inc., to rezone <br />property at Williams Court from Residential <br />Multi-Fsanily RM-75-K to General commercial C-2. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Hawks, to <br />concur with the recommendation of the Planning Commission that <br />Z-95-18 be approved on first reading, and was adopted by a vote <br />of 5-0. <br /> <br />(c) UP-95-15 <br /> <br />NORTHSIDE NEIGHBORHOOD - Use permit application <br />of Nathanial C. Ray and Costella Ray for a <br />residential care facility at 1700 and 1704 Bain <br />Street. <br /> <br />Nathaniel Ray, 1700 Bain Street, provided information on the <br />use permit application. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Robinett, to <br />refer agenda item UP-95-15 back to the Planning Commission for <br />further consideration, and was approved by a vote of 4-1 <br />(Clemons). <br /> <br />UNFTNISHED BUSINESS <br /> <br />95-222 - Public Hearing on the Comprehensive Plan: <br /> <br />(g) CP-95-03 <br /> <br />COMPREHENSIVE PLAN AGREEMENT - CHI/RCHLAND <br /> <br />NEIGHBORHOOD - An amendment to the Land Use Plan <br />of the City of Portsmouth recommending Parks and <br />Open Space at 4510 Twin Pines (Borrow Pit site). <br />Other sections of the plan including, but not <br />limited to Parks and Open Space, deferred from <br />the Public Hearing Meetings of May 8, 1995 and <br />July 10, 1995. <br /> <br /> <br />
