<br /> Mr. G..H. Morrisette, States'Tax Oommissione~, in an address to the Oommissioners
<br />of the Revenue delzvered in 1926 at various places in Vz~ginia, and available in printed form,
<br />in referrinE to the above amendment states: "The work 'hereafter, excludes from the operation
<br />of this clause until the next general re-assessment of lands all machinery assessed as real
<br />estate at the quinquennial re~ssessment of lands in 1925. It was real estate-then a~ must
<br />continue to be real estate unvil by the operation of the ciause quoted it becomes machinery.
<br />The present effect of the change therefor-is~'to the machinery and tools hereto
<br />assessable as machinery and tools constituting one of the items of capital.,
<br />
<br /> I am, therefore, of the opinion that the assessment of machinery upon the iaad books
<br />as real estate at the $2.70 tax rate iS a legal assessment.
<br />
<br /> Should the Council pass the ordina~uce amending the ~%x levy as' prepared by
<br />Crocker who represents the petitioners in this matter, the Commissioner of the Revenue, if he
<br />should carry out the wishes of the Council, would either have to figure his rate of taxation
<br />upon ~he m~hinery separately from taxation of other real estate and make up his land book
<br />accordingly, or remove the machinery from the land book entirely and place it on the machinery
<br />list. In doi~ the first he would ~e using two rates for property assessed as lands, and in
<br />doing the second he would be reducing the land assessments in the city. The machinery assessed
<br />~en the land books of 1927 amounts to $2~,~00.00. That assessed at the 205 rate amounts to
<br /> 7,£62. Just what amoumt of machinery is assessed to public service corporations I am unable
<br />to say as the 1927 returns have not as yet been certified to the City. I do not believe the
<br />Commissioner of the Revenue would have the right to apply to different rates to property assessed
<br />on the land books.

<br /> Traffic for the month of August was very heavy, being
<br />than July, which month shows the largest business the Ferries

<br />.FERRy SERVIOE The service given was fairly satisfactory, it was necessary on many days during
<br />the month to operate all of the floating equipment. :At times, however, we were not quite able
<br />to take c~re of ~he service satisfactorily. From about seven Ac I~ to seven p. M. during the
<br />month a shhedute of six minutes was maintained, excepting during rush periods when the fifth
<br />boat was used, at which time the schea~ule was more frequent.
<br />
<br />MAINTENANCE The usual ~Intenance was carried on during the month of August. The items
