"Portsmouth, Va., September 13, 1927.

Gentlemen:

On August 3rd, 1927, one of the City's trucks connected with the street repair work
came in contact with a m~n named Charlie Driver, who was riding a motorcycle, at the corner of
Green and Queen Streets. The truck h~d been going north on Green Street, and turned to the left
into Queen Street, the ~Lriver cutting the corner and evidently tried to get by before the motor-
cycle, which was going south on Green Street, reached the corner, The driver of the truck
was arrested for reckless driving and acknowledged that he was at fault in cutting the corner
and attempting to head off the driver of the motorcycle. Chs~rlie Driver was badly hurt, his
clothes were torn to pieces, and he was still unable to work a few days ago. He agreed With me
on August 2$th to accept Two Hundred Dollars in full of his damages, provided the City would
furnish him further medical attention. Since that time Dr. Phillips, the City Physician,. has
been attending him. I recommend~that the claim be settled for $200, and request that you m~ke
an appropriation to cover the same.

Yours very truly,

R. O. BAROLAY, Gity~ttorney."

"Portsmouth, Va.,~Sept, 27, 192~.

Gentlemen,-

sion, due
pointment.

Understanding there is a vacancy existing on the Norfolk-Portsmouth Freight 0ommis-
to the r~signation of H. A. V. Ps.rker, I respectfully make application for the ap-

With eighteen years experience in the Cie. tm, Industrial and Land department of the
Seaboard and other railroads, I believe ! can fill this position to the benefit of the city.

My partlcula~ reason for seeking the position, which I understand is un-rem~uerativ~
is to see if we can not secure an early decisio~ on the proposal to increase the lumber r~tes
from North Carolina points to Portsmouth- pending this decision I understand the South Hill
Ma~ufacturing Company will not re-build, and if increased rates are put in effect in Portsmouth
they will not rebuild, hence the need for making strong efforts to prevent the increase.
