<br /> The minutes of the regular meeting September 13th were read and were ~oproved.
<br /> The following communications were read f~om the 0ity Manager:
<br /> 1st. "I beg to announce the
<br />resignation of W. L. Oreekmore as member of the Fire Department, effective September 22nd,
<br />1 27.
<br /> M~. Oreekmore has resigned in order .to accept a position which, as he states, will better
<br />him in several ways."
<br />
<br /> On motion, the notice was ordered to be filed.
<br /> 2nd. "! be~ to announce the resignation of W. L. Borum, ladderman in the Fire Department,
<br />effective September 5th, 1927, and the appointment of H. O. Joy,er as hosema~, grade 'B' in
<br />this Department, at a salary of $~.15 per day, effective September 17th, 1927, vice W. L. Borum,
<br />resigned."

<br /> On motion, the notice w~s ordered to be filed.

<br /> 3rd. ,! respectfully request permission to t~ke up with the officials of Norfolk Oounty
<br />the advisability of the 0ounty and Oity jointly installing a modern heating system, in the old
<br />Court HousebuildLn~, which is now heated by stoves. ! understand that the entire building,
<br />consisting of the Oity cottrt room, Norfolk Oounty court room, including both jury rooms, and
<br />the offices of the City Treasurer, Oity Oollector, Norfolk 0ounty Treasurer and Commissioner
<br />of Revenue of Norfolk 0ounty can be adequately heated by steam, which will be an improvement
<br />in the way of comfort, cleanliness ~nd safety, for approximately $2,000.
<br />
<br /> ! wou±d like to h~ve permission to take this matter u~ with representatives of the
<br />0ounty a~d if agreeable to ask for bids and then submit the entire proposition to you for
<br />proval."

<br /> On motion of Mr. White, the permiSSion ~eq~estedby the Eam~er was granted,

<br /> On motion of Nr. White, the recommendmtio~ of mhe N~uager was concurred in.

<br /> 5th. Recommended adoption of the following ordin~noe:
<br /> A~Ordinance to Amend and Re-ordmin
<br /> Sections 18 a~d 22 of ~ Ordinance Entitled, "An Ordinance to Regulate the Operation of Vehicles
<br /> ~on the Public streets and Highways of the 0ity of Portsmouth; to Govern. and Protect Pedestrians
<br />~hile Using Such Str.~ets and Highways; to Provide Penalties for Violating the Provisions of this
<br /> Crdinance, and to Repeal all Ordinances or parts of Ordinances Inconsistent with the Provisions
<br /> hereof;" adopted by the Council of the Oity of Portsmouth on the 13th day of July, 1926, and to
<br /> P~at all other Ordinances or Parts ef Ordinances Inconsistent with this Ordinance.

<br />On motion of D~. Dunford, the ordinance was pl~ced on first reading.

<br /> The following communicationS'which h~d been l~id on the table until this meeting of Council,
<br /> was taken up and read:

<br /> I am of the opinion that the City should make certain improvements in the Harrison
<br />Ward as seen as practicable. I .have a statement from the City Clerk &, A~ditor to th~ effect
<br />that there is a balance on h~nd in the fund? of this wsmd ef $36,0~1.2~ and $1~,258.~ dne from
<br />the General ~und on the Community Hall, ma~ng a total, of $$8,26~.73 on hand, ~o the credit
<br />of this ward~ There are a good many improvements ~nich should be made from th~s amount.
<br />
<br /> I am submitting for your consideration a list of needed improvements for which the
<br />money should be made available:
<br />
<br />Oharleston Ave. from Duke St. to ~atts Ave.
<br />Des Moines Ave. to be paved from Duke St. to Key Road with 1~ concrete roadway.
<br />Chestnut St. betwee~Eey Road and George Washington Highway to be curbed and guttered
<br />and road bed to be concreted; also two blocks of concrete sidewalk placed on 0hest-
<br />nut St. between Key Road and George Washington Highway.
<br />Key Road between Elm Ave. and 0hestnut St. to be paved with 18, concrete road bed.
<br />
<br /> Of course bids will be asked for the above work and it is a most excellent time of
<br />the year to start the work now. I might add ~hat I believe these improvements as suggested
<br />i~meet~..~, the wishes of the people of that section as they are permanent improvements and the
<br />
