<br /> After Chief ef Police James M. Broughton, had called the meeting to order, the 0ounty
<br />Clerk Mr. G. Tayloe Gwathmey, requested at the meeting of October 15th to act as Clerk, called
<br />for nominations for the 0hairman of the joint meeting. Dr. Brooks was placed in nomination
<br />by Mr. Old, and Mm. Oast was placed in~nomination by Dr. ~anford, Mr. Cast requested that his
<br />name be withdrawn; and thereupon Dr. Brookswas unanimously elected as Chairman, to act at
<br />this joint meeting.

<br /> The 01erk read the minutes of the meeting of October 15th, which outlined the procedure
<br />to be followed at this meeting.
<br />
<br /> On behalf of the City of Portsmouth Mr. R. O. Barclay was present as Attorney, and on be-
<br />half of the 0ounty of Norfolk, Mr. A. B. Carney was present.
<br />
<br /> Messrs. Harry A. Brinkley and Q. C. Davis, Jr., appeared, to ~epresent the petitioners
<br />or affiants, who were designated as the plaintiffs, end the persons charged in the statements
<br />and affidavits filed, were designated as defendants.
<br />
<br /> Pursuant to directions at the October meeting, Messrs. Phlegar and Tiighman Reporters
<br />were present, who took the evidence.

<br />The meeting then adjourned from 1 p. M. to 2 P. ~ for lunch.

<br />At 2 P. M. the meeting here assembled, ~nd the ~ollowing witnesses were examined.

<br /> The evidence on behalf of the plaintiffs having been put on, Mr. Carney on behalf of the
<br />Oounty of Norfolk stmted, that nothing worthy of refutation-havi~ been shown by the examination
<br />of witnesses, he did no~ see any use of putting any witnesses on in rebuttal. After discussion
<br />however, it was decided to allow the defendants to place their evidence before the body, and
<br />the followingwitnesses on their~behalf were examined:

<br /> After the taking of the evidence, a motion was made that the body go into executive session,
<br />to consider the evidence, aud they thereupon retired to the JUry Room. The body being assembled
<br />in executive session, after some discussion the following resolution.m vas put
<br />
<br /> RESOLVED, That after a fu±i and public investigation of the matters presented by affidavits,
<br />laid before the Council o~ the City of Portsmouth and the Board of ~upervisors of Norfolk County,
<br />the join~ body is of opinion that the al±egations presented, after an examination of the affiants'
<br />and other witnesses, do not present ~matters worthy of serious consideration, as charges against
<br />the present management of the Ferries; and that this body does re-affirm their confidence in
<br />this management, and the charges are now dismissed. The motion being putthe following is the
<br />reoor~e~ vote:
