~ovember I, 192~

their personal interest and ambitions would ~ake such undue advantage of their fellow man less
for~dnate than themselves. Should these citizens have been successful in destroying our con-
fidence in the management of the Ferry, should they h~ve been i~str~mental in causing the
Ferries %o be le~sed or should they be leased upon the last .terms of lease then our Tax Rate
in Ports. would necessarily rise from the present rate of ~.?0 to 3.05 because of such a lease.
I say that any citizen who will sacrifice the assets of his Oi%y ~nd for ~heir ow~ pers~n~
re,sons increase the financial burdens cf their fellow citizen should be discredited by all
citizens who may have the interes~ of their city at hes~rt.

These self same self-appointed political leaders have ex~ended their sinister influence
into other Departments of the City Gov~ They have caused a spirit of unrest among our em-
ployees. ~ ?h~y.have dist, mrbed ~ne moral of various Depts. and I believe the time is here when
those in~oo~tuted authority should~take a firm and definite stand relative thereto.

I do no~ believe those in authority should do one .thing to influence the vote of any em-
ployee. A ma~,s vote is his own, his sacred right to use or give as he m~y see fi%. But,
however, I do feel that a ma~,s loyalty belongs to his employer and a Gev. employee should
be~ato~l~a,~st.lo.yal t~o ~t-.ne?dm~nistraticn unde~ ~hich he is worki~n~.. I believe when the citizen~
se±e~c~/.?e-.o~me ~o admi~msmer ~heir affairs that those representatmves thus selected should, in
event it is n~t freely forthcoming, demand of all employees from the Manager down and the
cart driver Up their complete co-operation, sympathy and loyalty? How can that administration
el~o~t co-operatior~ from ~he citizenry at large when he does not receive it from all paid em-
p o.~ es of the City?

! for one am ready here and now to say that so far as I am personally concerned, that any
paid employee of the Oily who does not render his fall and proper service to the City, who
conducts.himself in such a manner as to reflect on his superiors, and who does not ~Eive un~o
those in authority his ffuil ~nd complete loyalty that his services, as a paid employee, are
no longer needed.,

On motion,

adjourned.
