November l, 1927

September,

TRAFFIC:
~e-~th of September 1927, sJU~o for August 1927 and September 1926.

The following tabulation shows the passengez ahd vehicular traffic for

September 1927

~ehicular Revenue
Passenger Revenue

August 1927

$ 5,215.5R

'of the year, compared with

Vehicular Revenue
Passenger Revenue

25,853.45
$75,700.6

_September 1~26

The following tal~u~ationshows ~he accumulated receipts since thefirs~
the same months last yeam:

jan. 1-sept. 3o
$362, o51. Si

Jan. !-Sept. ~0
$321, ~8, 06

Increase

It will be noted that there is a decrease in the receipts for the month
of September of a lltmle over $5,000.00. This is almos~ entirely due to the decrease in the
vehicula~ traffic, which is to be expected for this month of the year. However, it will be
~oted that the month of September this year is about $5,OQO. OO over the s~me month last yea~.

FERRY SERVIOE Ferr~ service during the month was fairly satisfactory. The same schedule
has been'm~intained d%tring the month of September with the exception of from twelve to one
o'clock in t~e morning, when only one boat has run instead of two as heretofore.

The Berkley bridge broke dow~ on October lOt~. ~e were notified of this
fac% at ~:15 in the afternoon and at ~:~5 we'had a bo~t on between Norfolk and Berk±ey. It is
ciaimed that this bridge will ~e out of commission for a month and a half or two months. Of
course while this boat is run it is a very good paying proposition. On the other hand, this will
effect ou~ service on the m~in line inasmuch aswe will have no more than f~ar boats at amy.one
time to operate on this line. Inasmuch as in ~he past it has been necessary to use five boats
on Sundays, we can now only use four and, of course, service Will nO~ be as satisfactory as it
h~s been.

NAINTENANCE The usual maintenance w~s carried o~ during the month of September. The
items worthy of men,ion are as follows: Ooncrete floor was pum in the c~ul bin. The middle
driveway of the Portsmouth Terminal was covered with a paving material known as Kyrock. This
was done by the C~y Engineering Depa~tmen~ under an agreement. This improvemenm has a tendency
to speed mp traffic and ~liminate a great deal of noise, and is certainly a greater comfort
to the ~raveling public. It is my intention to do the same to the other slips. There has!been
installed 'in the Norfolk and Portsmouth Termimals and on the ste~mer 'Golumbi&~ a modern light~
lng system instead of the old ceiling reflectors that were used. The Terminals and boats have
always been poorly illuminated and this is an impr?vement worthy of the expense. The csurpenters
have been employed d-o~ring ~e mQnt~ mostly on repazring the fences and docks.

PE~ONNEL

During the month there has been no change in the personnel.

On October 21st, at 9:06 A.M. the steamer ,Reckmway~ in making her l~nding
on the Norfolk.~!de collide~ with the steamer 'Oolumbi&~ t~ying in the dock. The guard of the
,Oolumbia~ came in Cont&ct with the wing deck of the 'Rockaway' and broke in the housing, do_lng
a damage of about two or three hundred dollars. There were two men and one woman slightly
~ured to the extent of scratches a~d bruises. The expense of this has bee~ taken care of by
he Insurance Oompany and same hms been reported to them. Upon investigation I find that the
cause of the accident was unavoidable, it was a case of misjudging the wind and tide.

Attac~ed hereto is the report of ~ederick B. Hill and Company, Auditors.

Reepecti~lly submitted,

NORFOLK COUNTY FERRIES,

0has. U. F~eund,

Superinten~dent."

Onmotion, the report was ordered to be filed.

Report w~s received from F~ederick B. Hill & 0o., of the audit of the
of the Norfolk Oounty Ferries for the month of September, 1927.
On motion, the report wa~ ordered to be filed.

books and accounts

Dr. B~ook~ called Mr. ~nite to the Chair, and presented the following statement:

#I~ our investigation last Tues. Oct. 25;of the Ferry si~tion it was very apparent that
some self, appointed political leaders, interested on±y in the furtherance of their-~n s~Jlfish
aims and intent upon discrediting th~ present administration, even unto the point of s~orificing
the greatest asset of the Oity was responsible for' the affidavits which brought ~oout the
investigation by the joint meeting of the Norfolk County Supervisors and the Oomn¢il of the
City of Portsmouth.

Some of those who had previously been discharged from the Ferry Service were prevailed
&%pon to make affidavi~s against the ma~mgement and some of those who were still~employed by the
Ferry were either ~hreatened or promised, that if they signed charges against the Ferry Officials
they would get better jobs'and receive more pay. I want to here, now and in this manner de-
nounce any citizen or group of citizens, who, to vent their spleen or in an effort %o fur~er
