<br />of the City.of Norfolk as to the non-responsibility of the owner-of property for payment Of
<br />bills for water to supply ~enants. Within twenty-four hours after this decision, I was called
<br />on hy several citizens, who thought the decision applied also to the Portsmouth ~ater Depart-
<br />ment. A f~wdays l~ter, I was called on by a committee of the Rental Agents Association, who
<br />were directed to me~ by Mr. Davis, after having ha~ia conference with him.

<br /> i immediately go in touch with the 0ity Attorney and the Superintendent of the
<br />Wa~er Department and on October ~th, we held a confejence ~n the matter. Feeling that each
<br />memoer cf the Counci~ should be tne=ough~y acquainted~i~h this question and that we should
<br />know~xactly mW~at o-~r Co~se should be w~thin the next two or three weeks, attached you will
<br />find, for your study, a .complete statement covering the condition which confronts us. I be-
