March 12, 2002 <br /> <br />- City Manager's Report - <br /> <br />02 - 73 - Adoption of an ordinance to appropriate $29,306 in the Capital Improvements <br />Fund to be used for costs related to air conditioning schools. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $29,306 in the Capital Improvements Fund <br />to be used for costs related to air conditioning schools. <br /> <br />Purpose and Need: <br /> <br />· On October 18, 2001, the School Board of the City of Portsmouth adopted a <br />resolution requesting the City Council to appropriate $29,306 to fund school air <br />conditioning projects. In a memo to the City Manager dated October 23, 2001 the <br />Superintendent of Schools has requested that this appropriation be considered by City <br />Council. <br /> <br />· These funds represent a portion of the unspent appropriation from Fiscal Year 2000. <br />In accordance with the council resolution adopted on June 12, 2001, the School Board <br />is requesting 75% of the amount to be returned ($39,074) be appropriated, the <br />remaining 25% will be retained by the City and serve to increase the City's fund <br />balance. <br /> <br />Financial Impact: <br /> <br />· The impact on the City is minimal. The return of funds will provide an increase to the <br />City's fund balance of approximately $10,000. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Robinett, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $29,306 IN THE CAPITAL IMPROVEMENTS <br />FUND TO FUND VARIOUS SCHOOL CAPITAL IMPROVEMENTS." <br /> <br />Ayes: Benn, Griffin, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 74 - Adoption of a resolution supporting efforts of the Virginia First Cities Coalition <br />to improve the financial relationship between state and local government. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution supporting efforts of the Virginia First Cities Coalition to <br />improve the financial relationship between state and local government. <br /> <br />Purpose and Need: <br /> <br />· The City of Portsmouth is a member of the Virginia First Cities Coalition, which was <br />formed to pursue legislative changes to address the inadequacies of funding and <br />inequities that currently negatively impact the urban core cities in the Commonwealth. <br />At the recent Virginia Municipal League meeting the Policy Committee of Virginia First <br />Cities met to discuss two recent Joint Legislative Audit Review Committee (JLARC) <br />studies, which substantiated and further qualified the inadequacy of State funding in <br />critical areas of education and transportation. <br /> <br />· The study on education revealed that the State under-funds K thru 12 education up <br />to $1 billion annually, statewide. This same study revealed that local governments were <br />more than fulfilling their financial obligation to education. <br /> <br />· The study on transportation noted that the State Highway Maintenance Program was <br />under-funded and that over 40% of Virginia bridges were in need of repair or <br />rehabilitation. <br /> <br /> <br />
