<br />VICTORY CROSSING BUSINESS PARK - The City of Portsmouth
<br />is seeking to rezone the following parcels from residential
<br />multi-family (RM-75) to residential single-family (RS-75). The area
<br />is generally bounded by Barclay Avenue, Independence Street,
<br />Dekalb Avenue and the Bide-a-Wee Golf Course, and rezone from
<br />residential multi-family (RM-60) to residential single-family (RS-75).
<br />The area is generally bounded by Greenwood Drive and Normandy
<br />Street. The Comprehensive Plan recommends single-family
<br />development; and, rezone from Neighborhood Commercial (C-1),
<br />residential multi-family (RM-60), residential multi-family (RM-75) to
<br />restricted industrial (M-l-R). The area is generally bounded by
<br />McLean Street, Cavalier Boulevard, Dekalb Avenue, Barclay
<br />Avenue and Greenwood Drive. The Comprehensive Plan
<br />recommends industrial development; and, rezone from Industrial
<br />(M-l) to general commercial (C-2). The area is generally bounded
<br />by McLean Street, Belmont Avenue, Interstate 264 and the
<br />Seaboard Railroad. The Comprehensive Plan recommends
<br />commercial development.

<br />DOWNTOWN NEIGHBORHOOD - HiPort, LLC requests a group
<br />housing use permit for 615 High Street to allow three second floor
<br />apartments units. The Comprehensive Plan recommends
<br />commercial development of the area.

<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that GHP-02-01 be approved on first
<br />reading, and was adopted by unanimous vote.

<br />DOWNTOWN NEIGHBORHOOD - Request of Glenn Yates,
<br />representing Ebenezer Baptist Church and New Mount Olivet
<br />Baptist Church, for the construction of 112 apartments for the
<br />elderly. The Comprehensive Plan recommends commercial
<br />development of this property.
