228
Auq~st 22, 1995

95-402 - Letter from the Acting City Manager recommending
adoption of a motion to transfer $1i4,414 from the Grants
Contingency Account for continuation of the Intensified Drug
Enforcement Assistance (IDEA) grant.

"The Department of Criminal Justice Services has approved
and Intensified Drug Enforcement Assistance (IDEA) grant in the
amount of $102,973 for the Commonwealth Attorney's Office.
This grant requires a local cash match of $11,441.

The overall increase in the crmme rate has resulted in
high case loads for both the Commonwealth's Attorney's Office
and the Police Department. Consequently, this grant award will
allow for the hiring of a full-time prosecutor, a police
officer, and a secretary for drug cases with a priority in the
seizure and forfeiture of drug assets.

I, therefore, recommend the transfer of $114,414 from the
Grants Contingency Account to fund this program."

Motion by Mr. Pitts, and seconded by Mr. Hawks, to
transfer $114,414 from the Grants Contingency Account for the
continuation of the Intensified Drug Enforcement Assistance
(IDEA) grant, and was adopted by the following vote:

Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb
Nays: None

95-403 Letter from the Acting City Manager recommending
adoption of a motion to transfer $75,142 from the Grants
Contingency Account for the purchase of two ambulances.

"I ~un pleased to inform you that the Rescue Squad
Assistance Fund Program has authorized funding for the purchase
of two ambulances. The grant is for $75,142 and requires the
City to provide a match equal to the grant award. The vehicles
purchased through this grant will replace two ambulances
currently in use. The a~bulances to be replaced are in need of
repair and have very high mileage.

The City's Operating Budget already included funds for the
'purchase of a single ambulance. Our success in obtaining this
grant will enable us to significantly improve the emergency
medical services offered to our citizens.

I recommend approval of the purchase of the two vehicles
and the transfer of $75,142 from the Grants Contingency Account
for the purpose of providing 50% of the cost of two
ambulances."

Motion by Mr. Clemons, and seconded by Mr. Martin, to
transfer $75,142 from the Grants Contingency Account for the
purchase of two ambulances, and was adopted by the following
vote:

Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb
Nays: None

95-404 - Letter from the Acting City Manager recommending
adoption of a motion to transfer $41,196 from the Grants
Contingency Account for continuation of the Victim-Witness
Program.

"The Commonwealth Attorney's Office has applied for
continued funding of the Victim-Witness Program from the
Department of Criminal Justice Services.
