22,1 <br /> Auqust 22, 1995 <br /> At a Regular Meeting O~'U~'~ City council held on Tuesday, <br />August 22, 1995, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, Sr., James C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., Ronald W. Massie, Acting City <br />Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Reverend Leon J. Boone, Celestial Baptist Church, opened <br />the meeting with prayer which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to approve <br />the minutes of a Called Meeting on August 7, 1995; a Regular <br />Meeting on August ~, 1995; a Called Meeting on August 8, 1995; <br />an~ ia Regular Meeting on August 8, 1995, and was adopted by <br />unanimous vote. <br /> <br />95-3191 - Presentation of a "Hero Medal of Honor" to John Rankin, <br />Dan Swanson, Katherine Schuhr and her dogs, Sadie and Blanche. <br /> <br />95-3.92 - Presentation of special pans to newly appointed Boards <br />and Commissions members. <br /> <br />95-3193 - Non-Agenda Speakers <br /> <br />1. K~vin Millar, 143 Grayson Street, spoke in support of closing <br />the Waterv~ew causeway. <br /> <br />2. HElen Person, 1314 Green Street, spoke on lead in Washington <br />Pa kl. <br /> <br />3. James Flesher, Jr., 3916 Flagship Way, spoke on City <br />government. <br /> <br />4. Alan Gollihue, 216 North Street, presented the Olde Towne <br />Civi~ League Annual Report. <br />5. ~aryl! Beasley, 506 Shenandoah ~' <br /> Street, spoke in support of <br />closing the Waterview causeway. <br /> <br />6. Larry Hand, 317 Sussex Drive, spoke in support of closing the <br />Wat~rview causeway. <br /> <br />7. ~arles.Taylor, 415 Sussex Drive, spoke in support of closing <br />the Waterv~ew causeway. <br /> <br />- PUBLIC HEARINGS <br /> <br />95-394 - Fublic hearing to consider the adoption of a resolution <br />to a~thor~ze the City to contract a debt and to issue General <br />Obligation Public Improvement Bonds of the City of Portsmouth, <br />Virginia in the amount of $24,750,000 to provide for the funds <br />to p~y the construction costs of the new I. C. Norcom High <br />School and to authorize and provide for the issuance and sale of <br />a l~e aunount of General Obligation Bond anticipation notes in <br />antleipation of the issuance and receipt of the proceeds and <br />sale of such bonds. <br /> <br /> <br />
