<br /> Reverend Leon J. Boone, Celestial Baptist Church, opened
<br />the meeting with prayer which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Webb called the meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to approve
<br />the minutes of a Called Meeting on August 7, 1995; a Regular
<br />Meeting on August ~, 1995; a Called Meeting on August 8, 1995;
<br />an~ ia Regular Meeting on August 8, 1995, and was adopted by
<br />unanimous vote.

<br />95-3191 - Presentation of a "Hero Medal of Honor" to John Rankin,
<br />Dan Swanson, Katherine Schuhr and her dogs, Sadie and Blanche.

<br />95-394 - Fublic hearing to consider the adoption of a resolution
<br />to a~thor~ze the City to contract a debt and to issue General
<br />Obligation Public Improvement Bonds of the City of Portsmouth,
<br />Virginia in the amount of $24,750,000 to provide for the funds
<br />to p~y the construction costs of the new I. C. Norcom High
<br />School and to authorize and provide for the issuance and sale of
<br />a l~e aunount of General Obligation Bond anticipation notes in
<br />antleipation of the issuance and receipt of the proceeds and
<br />sale of such bonds.
