Gentlemen:

Attentibn:~,Oity NatageM

On December 30, 1927, we wrote you that under date of January 2nd of the s~me year,
we paid the sum of $4?.00 to the. Commissioner 83 Revenue, your City, covering licenses on two
bake~ywagons for which we hold receipt ~68.' According to NZ. Mathews, of the Bureau of Markets,
the Commdssioner of Revenue has r~led that this sum was illegali~-collected and we again make
the ree~est that the amount be refunded us. -

Thanking you for your attention, we are

Oordially yours,

GENERAL BAKING 00NPANY,

L. E. Duncan, Manager- Norfolk Plant."

On motion of Mr. Oast, the communication was referred to the City Attorney.
The following communication was read from Admiral ~.

i D~. Vernon A. Brooks,
Mayor of Portsmouth,
Portsmouth, Va.

a. 0ole, 0~mm~ndant ~he Navy Yard;
"~0 March, 1928.

Ny dea~ Doctor Brooks:

In my opinion, there is no question but that daylight s~ving is of general
benefit to the comm~Anity. The M~gement of the Navy Y~d is in favor~of daylight saving, pro-
vided the clocks are changed, ~nd I think this proviso applies to the community in general, par-
ticulsmly to those who are engaged in f~rming; otherwise, the time between sunrise and the de-
parture of boats and trains upon which produce is shipped will be sh6rten~d.

I hope the City Council will look upon the proposition with favor.

Very sineerely,

W. O. OOLE, Rear Admiral, U. $. N.,
0ommandant."

Mr. ~fnite moved that 0ouncil re-a~fix~m its previous action of March 22, 1927, with refer-
~ence to d~y light s~ving. The motion was adopted, Mr. Mmupin voting No.
