April 24, 1928

On motion, the report together with audit of Frederick B. Hil~ & Co was ordered to be
~iled.

The following communication was read from the Portsmouth Chamber of Commerce:

Hon. City Council,
Portsmouth, Va.

"April 24, 1928.

Gentlemen:--

By authority of a resolution of the Board of Directors of the Portsmouth Ch~nber
of Commerce, the undersigned committee petitions the City Council to provide for a new entrance
to the City Park and Cemetery, by way of County Street. ~

The Committee feels that the City Park is one of Portsmouth's beauty spots and
that as Such it should be on the route of tourists coming into the City. Furthtr than this,
however, we regard the additional entrance necessary, in view of the bad condition of Westhaven
bridge and the danger of traffic into the cemetery bein~ entirely stopped should this bridge,
for any reason, be closed.

Respectfully submitted,

T. B. Lee, 0hairman,

Robt. P. Morgan,

W. R. Hutchins."

On motion of Mr. Oast, the communication was referred to the Oity Manager.
The following communication was read.from the Portsmouth ~namber of CoMmerce:

Hon. City Oounoil,
Portsmouth, Va.

"April 23, 1928.

Gentlemen:--

By authority of a resolution of the Board of Directors of the Portsmouth Chamber
of Commerce, the undersigned committee oetitions the City 0ouncil to provide for the purchase
andpublication of an up-to-date map of-the city of Portsmouth for use in connection with the
industrial survey of Portsmouth, now being conducted by the Chamber of Commerce.

There is not now available any map accurately showing the entire area within the
city limits nor any modern layout of streets with recent extensions. The only maps available
are small scale charts taken from larger maps of Norfolk and Portsmouth or even of the entire
Hampton Roads area. Of these the he~t is the Belt Line Railway map, but this, for several
reaons, is unavailable for use as a complete industrial map. It is the committee's suggestion
that the proposed map be lighographed in two colors and in two sizes, one for wall use and the
other as a folder.

2he Chamber of Commerce industrial survey, when completed this summer, is to be
made available ~n a printed report in which it is pr~osed to show all the information collected,
as much of it as possible, in graphic form. This work will be rendered far more valuable if
the graphic charts can be placed upon such a base as the map herein recommended. All prospective
industries ask for maps of the city, and the difficulty of ~ealing with out-of-town correspond-
ents is greatly increased by the lack of suitable chs~rts.

Respectfully submitted,

H. E. Dorin, Chairman.

F. A. Duke

S. G. Blalock."

On motion of Dr. Dunford, the communication was referred to the City Manager.

The following communication was also read from the Portsmouth 0hsmber of Commerce:

Hon. City Council,
Portsmouth, Va.

"~pril 24, 1928.

Gentlemen:~

of Commerce,
lng material

By authority Of a resolution of the Board of Directors of the Portsmouth Chamber
the undersigned committee petitions the 0ity Council to consider means for affect-
reductions in industrial water rates.

Although recognizing the difficulties faced by the city in bringing about any
general reduction in the published rates for industries, this committee believes that established
~nterprises in Portsmouth are deserving of water rates at least comparable with those offered
by competing industrial localities and that especially low rates should be offered to prospective
new industries for as lon~ ~time after their est~iishment ~ may be deemed compatible with
the public interest.
