<br /> At a regular meeting of the City Council April 24th there were present:

<br /> The minutes of the regular meeting April 10th were read and were approved.
<br />
<br /> The following communications were read from the City M~nager:
<br />
<br /> 1st. Presented copy of his communication to the 0hief of Police approving the Chief's
<br />action in dropping from the roster of the Police Department the name of Officer J. R. Vincent,
<br />who had been off duty for more than a year, effective April.16th.
<br /> On motion, the communication was ordered to be filed.
<br />
<br /> 2nd. Presented copy of his communi~atmon to the Chief of Police ~oproving the Ohief's
<br />recommendation that Police Officer J. D. Hoggard be dismissed from the force, effective April
<br />16th.
<br /> On motion, the communication was ordered to be filed.
<br />
<br /> 3rd. Presented copy of his communication to the Chief of Police approving the 0hief's
<br />recommendation that substitutes H. P. Culpepper and L. A. Broughton, Jr., be appointed regular
<br />patromen, effect%ye April 17th, 1928, to fill vacancies caused by the dismissal from the force
<br />of J. D. Hoggard and the dr~pping from the roll of J. R. Vincent.
<br /> On motion, the communication was ordered to be filed.

<br /> 4th, "Attached you will find a letter from Dr. Louis A. McAloine, addressed to me, in
<br />reference to the sal~ of the old Jail lot. You will note that Dr, ~cAlpine requested me to
<br />submit his letter to the Council with my recommendation. '
<br />
<br /> In my opinion, it would not be proper for me to submit a recommendation at this
<br />time~ as the Council h~s not had opportunity to consider the mattsr."

<br /> The following is the letter from Dr. McAlpine:

<br /> Portsmouth, Va.

<br />Dear Sir:--
<br />
<br /> For several months we have been working on a plan to obtain a large fireproof
<br />~fice building in Portsmouth to accommodate physicians, dentists and other p~ofessional
<br />people. As you know, the modern doctor needs several rooms; nemely, a reception room, con-
<br />sultation room, examining room and laboratory. Ttese accommodations at present are ~ot avail-
<br />~ble here, but at the s~me time we must compete with physiqians in other cities who have all
<br />of the conveniences of a modern office.
<br />
<br /> We have succeeded in getting together a group of business men of this city who
<br />are prepared to fin~ce this proposition provided it is possible to-secure the prooer site.
<br />These men desire to request you to ask the City Council to place on the market for ss~le at
<br />public auction the property known as the jail lot on the corner of Washington and High Streets.
<br />They s~re willing to ~gree, in case of the purchase of this lot, to improve it to the extent
<br />of a mimimum assessment of $?0,000 and would be glad if it could be sold with the provision
<br />that it be i~jproved $o that extent and such improvement, to start within a certain reasonable
<br />time to be set by the City 0ouncil.
<br />
<br /> Tenative plans for this building call for from four to six stories, two of which
<br />would be for the medical profession ~ud would be unexcelled as modern conveniences for the
<br />practice of medicine.' Preliminary estimates place the cost of the building at $100,000.00 or
<br />more. We feel that such proposed improvement of this property would be a re~l asset to the
<br />city 'in every possible way and would also fulfill an urgent need of a large number of profession-
<br />al people of the city.

<br /> May we request that yougive this your usual earnest consideration and submit
<br />it to the ~City Council with your recommendation as early as possible.
