<br />cemetery it would be inadvisable to divert traffic through this road because of the very
<br />nkture of the road itself. As you no doubt know, the Park road was built of dirt with a
<br />top dressing of ctay, and after each rain f~ll it is necessary for this road to be dragged
<br />in order that it may be put in proper condition for ~tomobile traffic. The road as you know,
<br />becomes soft and ruts very easy following each rain, and any amount of traffic at this time
<br />would completely rain it. Then again, the approach by way of King Street, which leads to the
<br />Park is over the bridge, which is too narrow for any volume of traffic, it being necessary for
<br />vehicles to pass over ~h~ draw in single file. We have attempted to keep all trucks and heavy
<br />vehicles out of the Park, even to the extent of having a slg~ posted on Ring Street end of
<br />the bridge leading to the Pa~k. Therefore, in the event of the construction of a road from
<br />the state highway to the City Park, it would be necessary for the city to hard surface the road
<br />in order that it might stand under weary. Then again, as a p~licy, I believe it would be im-
<br />proper for the city to use one of these roads as a thoroughfare, because in doing so it would
<br />endanger the lives of children, ~artic~llarly during the week ends and Sundays, Again, it would
<br />necessitate another grade crossing, which as ycuknow is undesirable to say the least, and at
<br />this pa~ticula~ location of the crossing the line of vision is obstructed by a cedar hedge
<br />and privotts of adjoining property.. In the event of repairs being made to the Park bridge so
<br />that approach could not be made from that direction, there is at least one road, the one which
<br />runs through N~. Ivans property, which would afford access to Olive Brauch Cemetery, and furthe~
<br />I might say, that this is a County road. In the event of necessary repairs being made to the
<br />Westhaven bridge on Queen Street access could be made. by going through Westhaven, the same
<br />direct route to the Park.

<br /> After giving this matter considerable thought I do not believe it would be advisable
<br />to improve any roads through Messrs. Hodges & Heath~s land, or any other land so far as that
<br />is concerned, because of reasons mentioned in this letter.

<br /> The Ferries will have in hand $25,000. and interest to pay on these notes. It is
<br />therefore necessary that the Council make provision to borrow $~5,OOOo for one year to take
<br />care of the balance of these notes.
