Mr. Frs~uk C. Haurahan,
City Manager,
Portsmouth, Va.

Dear Sir:~

IA re our conversation of this date concerning the proposed road leading to the City
Park from the Suffolk Highway, beg to state that I submit for your lm~formation the following:

During General Jerve~s administration as City Manager, Messrs. Hedges & Heath re-
quested that the city connect up the City Park with a road leading to the state highway. Gen-
eral Eervey agreed to do this,_and made a temporary road connecting the Park with the highway.
This road, however, has not been maintained by the city. The road made bisected ~essrs. Hedges
~ Heath's land. This was about three years ago. Prior to this time, however, there were two
approaches to the 0ity Park from the state highway; one between land owned by ~essrs. Hedges
& Heath and George Ivans. Another which goes through George Ivan? property and enters the
City Park at a righ~ angle with the cedar hedge. In connection wxth the ~irst mentioned route,
affter the road was blazed Messrs. Hedges & Heath atte~oted to get a right of way over the At-
lantic Coast Line R.R. This the Atlantic Oaast Line R.R. agreed to furnish provided, however,
that these gentlemen should become responsible for all accidents occurring at this crossing.
~ne ~esults~'~ere that no lease was si~ed, and this road which meets the Atlantic Coast Line
at right angles Darallet the Atlantic Ooast Line track for about 200 or 300 feet crossing the
tr~ck at the same location as the road which divides Messrs. Hedges & Heath's land and Mr.
George Ivans land. In other words, prior to the construction of this road there were two normal
approaches to the south end of the City ParkEd cemetery.

The question has arisen as to the advisability of constructing a permanent road from
the state highway to the Park and cemetery. This is a matter which I believe should be given
serious consideration for several r~asons. In the first instance itwould divert the direction
of traffic from the state highway through the City Park, the approach being through Olive Branch
Cemetery and thence into th~ Park. With the present condition of ou~ roads in the Park and '
