<br /> I, Paul Dunn, a resident of Monroe Ward residing at 302 Sixth Ave. do hereby
<br /> make application to this Hon. City Council of Portsmouth, Virginia, for the position of
<br /> Justice-of the Peace of Monroe Ward.

<br /> Feeling that I ~ fully qualified to fill the position a~d am more centrally
<br />lo~ted:than any one else in the community to give the residents the proper service, I most

<br /> On motion of M~r. Maupin, the 0ity A~torney was instructed to give legal opinion ~s to
<br />authority~of the Oity Council to de~lare vac~ut the office of Justices of the Peace before
<br />expiration of terms, and the City Man~ger to look into status of the Justices of the Peace
<br />who spend most of their time out of the 0ity.

<br /> A request wa~ead from the 0ity Oolleotor to have refunded Geo[~O. Perform.s2.10, p~id
<br />in error on 1927 city automobile license.
<br /> On motion, the request was referred to the 0ity Attorney,

<br /> On or about February 26th, 192~, a petition was file~ with the Oouncil, which reads as

<br /> 'In the proceedings instituted by the 0i~y of Portsmouth, Virginia, in the Oirouit Court
<br />of Norfolk Oounty, to~ annex the 8th and 9th Wards~to the 0ity of Portsmouth, ~n order was
<br />entered on June 26th, 1~18, by {he 0Yrouit Oo~rt, from which an ap~e~al WaS taken; and the
<br />~up~sme 0curt of Appeals of Virginia, by an order entered on March 26th, 19t9, amended Clause
<br />B of the ~th Section of the order of the Circuit 0curt of Norfolk Oounty, so as to read as
<br />follows:

<br /> The Oity of Portsmouth will in~ediately after the full Oity t~x rate goes into effect
<br />on. the lands in the annexed territory, establish physical connection between that part of
<br />the territory annexed known as Pinners Point and that part know~a as the Shea Farm~ and be-
<br />twee~ the said Shea Farm and the Fifth and Sixth'Wards of said 0ity, by a bridge or bridges
<br />over branches of Ssott's Oreck for pedestrians and vehicles, and that no part of the cost
<br />for the construction of the said bridge or bridges, a~d th~ establishment of said physical
<br />connection, sme to be ~ken from the proceeds of the bonds issued under paregraph D of 'Terms
<br />and Oondi'tions' above set out.

<br /> The order of the Suprsm~ Oourt of Appeals of Virginia was entered by the 0ircuit 0curt
<br />of Norfolk Oounty on March 2~th,~1919.
<br />
<br /> As the full Oity tax rate will go into effect for the year 192~ on the lands in the annexed
<br />territory. The undersigned residents and property owners residing in the annexed territory
<br />immediately effected, reepe~f-ully request the 0ouncil to immediately establish physical con-
<br />nection with the Shea Fa~.andthe Fifth (nowMarshall) Ward of the City of Portsmouth, by a
<br />bridge, to connect the West end of Sale Street ~n the Fifth Ward to the East end of a street
<br />of the Shea Farm which is shown on the plat of the Shea Farm, which the owners of said farm
<br />have caused to be made, said street being opposite or nearly opposite to the West end of said
<br />Sale Street.

<br /> ~ne construction of a bridge at the place indicated will be practically equivalent to ex-
<br />tending Leckie street in Park View, which has been physically connected by a causeway and drain
<br />pipe~with the East end o~ Sale Street in West Park View~ m~d~ing a street fourteen blocks in
<br />length extending ~to 8th Avenue if e~ended North as laid down on the plat of Shea Terrace.'

<br /> As it has been more than nine years since an order was entered by the~Sup~eme 0curt of
<br />A~peals of Virginia, and more than fou~ years since the full ta~ rate of the ~ty of Portsmouth
<br />went into~e~feot in the territory which was annexed by the order of the Supreme 0curt of Aopeals
<br />of Virginia, entered on ~aroh 26, 1~19, and as that part of the territory annex~ed, known ~s
<br />Pinners point, and that pa~t known as the Shea Farm, and the fifth a~d s~xth Wa~ds of said 0ity,
<br />has not beenphysically connected by a bridge o= bridges, over branches of Scotts Creek, for
<br />pedestrians and vehicles, the undersigned, is therefore again requesting that~the 0ity immedia-
<br />tely. t.~ke~eps to physically connect the Shea Farm with the 5th Ward of the 0itY of Portsmouth,
<br />Virg~n~, by a bridge over a branch o~ Sootts 0reek, in accordance with the order of Court.
<br />
<br /> By the building of a bridge between ~est Park View, or 5th ~ard, and the Shea Farm, it
<br />will give an outlet to the occupants and owners of the Shea Farm, to the 5th Ward, and its
<br />bus and street car connections, and will furnish a route for cars or busses to make a circuit
<br />by connecting through Sixth Avenue, with High Street, thereby increasing the convenience of
<br />the people in the 5th ~ard, and those residing and doing business on the Shea Farm, to reach
<br />all portions of the Oity.
