White, 6. <br /> Also the City Manager. <br /> <br /> The minutes of the ~egular meeting May 22nd and joint session of the Board of Supervisors <br />of Norfolk County and City Council held June 12th at ll o~clock a. m., were read and were <br />approved. <br /> <br /> The following communications were read from the City Manager: <br /> 1st. "This is to officially <br />report to you the sale of ~he property known as the old Jail Lot, which was authorized by your <br />body to be offered for se~e at public auction on june 2nd, 1928. <br /> The sale of the lot was legall[ advertised according to your instructions and sale was <br />conducted on the Court House steps. The lot was offered for sale in one piece, 90 x 105' <br />reserving 8' in the rear. Er. F. T. Briggs was the auctioneer. The lot was knocked down to <br />the highest bidder, Dr. Louis A. McAlpine, for the sum of $35,450. The sale' was conducted <br />under the usual conditions, the City reserving the right to reject any or all bids." <br /> On.motionof Mr./:M~upin, the privil~ge~of~the floor was granted to Dr. Louis McAlpine, <br />who explained the purpose of himself and associates in bidding on the Jail lot. <br /> Mr., Stemware.moved to confirm the sale to Dr. McAlpine, as per hiS bid at public auction <br />June 2nd, for the sum of $35,450°00, and that the sale be consummated. <br /> The motion was adopted, and by the following vote: <br /> <br /> Ayes-- Brooks, Maupin, Mayo, 0asr, Stewart, White, 6. <br /> <br /> 2nd. "Attached you will find a petition and several letters from property o~mers in the <br /> r~ighborh~Od of~High St. and Fifth Ave., objecting to my approval cf application for the erectio~ <br /> of a gasoline station on the southeast corner of High St. and Fifth Ave. In approving this <br /> application, I took in consideration the following matters: <br /> <br /> On the northwest corner of High St. and Fifth Ave. is located a steam laundry; <br /> adjoining that on High St, is a garage. On the southwest corner is swampy land; on the <br /> northeast corner is Snelling's Undertaking establishment. One block west off this location, on <br /> t/ne southeast corner of High St. and Sixth Ave. there is a garage, store, repair shop, etc. <br /> I did not feel that the corner in question would ever be used for residential pur- <br /> poses and that sooner or later some kind of business wo~ld be located there, and as it is ~now <br /> bringing no revenue to ~the owners or to the City, I f~lt~there was nothing I could do but approve <br /> the application. <br /> <br /> The design of the gas station, as show~ on a sketch submitted with application, <br /> is very attractive. I also considered the~ fact that sho~tld a building be e~cted on this cor- <br /> ner, it would obstruct the view and light~ while if a station of an attractive design were <br /> erected, it would not injure the value of property in the vicinity.~ <br /> <br /> Petitions and letters from the following property owners in the neighborhood o~ High and <br /> Fifth Avenue protesting against the erection of said gasoline station were read:: H~ C. W6od- <br /> ruff, W. A. C. Fitchett, C. D. Gay, H. M. Whittington, C. H. Trimyer, R. P. Bunting, Jr., <br /> F. T. McCloskey, L. V; Hall, C. H. Savage, Carey J. Hall, Abe Levitin, C. H. Snellings, Charles <br /> Beisel, F. W. Knott, ~arion Knott Reid, Musa Cain Sessoms, N_vs. E. T. Whittington. <br /> <br /> Mr. Eayo moved that the matter be laid on the table until the next regular meeting of <br /> Council. The motion was adopted, and by the following vote: <br /> <br /> Ayes-- Brooks, ~aupin, <br /> Nays-- 0asr, Stewart, <br /> <br /> 3rd. F~rwarded annual repo=t showing activities of the various departments of the City <br />for the year 192Y. <br /> <br /> On motion, the report was referred back to the City Manager ~o submit estimates for <br />having sams printed as presented to the Oouncil and also as the 1926 report was prin~ed. <br /> <br />UI~FINISHED BUSINESS <br /> <br /> The regular repo=ts, of the City,Collector, City Treasurer, aud City Auditor for the month <br />of May, 1~28, which had been approves by the Manager, were presented and were ordered to be <br />filed. <br /> <br /> The following report-was <br /> <br />Honorable City Council, <br />Portsmouth, Virginia. <br /> <br />read from the City Attorney: <br /> <br /> ~Portsmouth, Va., <br /> <br />June 12, 1928. <br /> <br />Gentlemen: <br /> <br /> At your last meeting you referred to me a request of the City Collector te refund <br />to Mr. George T. ?e~rott the sum of $2.10 paid in error on his 192~ automobile license tax. <br />I find upon investigation that Mr. Perrott did pay the above amotmt in error, tke mistake <br />having been made by the S~ate Netor Vehiol~ Commissioner in designating the horse power of his <br />automobile on his Registration Card. <br /> <br /> Yours very truly, <br /> <br /> <br />
