<br /> The ouestion of the appropriation of $2,500. to the Industrial Com~ission for the
<br />year 1928 under a. ~hree year agreement, together with how the money is to be raised for said
<br /> appropriation, was referred to me for report. I respectfully submit my views on this appro-
<br />priation. I do not feel that this is the time of the year to enter into a-three year agreement
<br />of this kind and ~gain I believe that $2,500.00 is more than our share as compared with the
<br />$2,500.00 paid by Norfolk.
<br /> In comparing the amount reques~f Portsmouth with that paid by Norfolk,

<br /> the following figures for your consideration:

<br /> Norfolk 0ity budget is
<br /> Portsmouth" " ~ $1,3D3,~Y3.
<br /> Po~ulation of N~rfolk- approximately 180,000.
<br /> "Portsmouth- ~ 60,000.
<br /> Norfolk administers service to three times, the num~oer of people of Portsmouth. Therefore it is
<br /> evidenl that we would be giving more thsn our share in giving $2,500. I have talked the m~tter
<br /> over with several people interested in the Industrial commission and am convince~ that th~
<br /> amounts requested should be re-apportioned, certainly as f~r as Portsmouth is concerned.
<br /> I recommend that the 0ommission be notified that the 0ity will consider this matter
<br /> for a three-year period at such time as we prepare our budget in November. I have every reason
<br /> to believe that the Commission is doing a good work, but I do not feel that we should be asked
<br /> to pay $2,500. and I do not feel that we should appropriate the money a~d add to our .1928 budEet
<br /> in view of the facts as presented above.

<br /> Attached you will find'a petition ~ud several letters from property owners in
<br />the neighb0=hood of High St. ~ud Fifth Ave., objecting tO my approvs~l of spplication for the
<br />erection of a g~oline station on the southeast 6ernst of High St. and Fifth Ave. in approving
<br />this application, ~ took in consideration the following m~tters:
<br />
<br /> On the northwest corner of High St. ~nd Fifth Ave. is located a ste~% la~undry;
<br />a~joining that on High St. is a ga,rage. On the southwest corner is sw~mpy land; on the north-
<br />east corner is Snelling's Undertaking establishment. One block west of this location, on the
<br />southeast corner of High St. and Sixth Ave. there is a garage, store, repair shop, etc.
<br />
<br /> I did not feel tP~t the corner in ~uestion~ would ever be used for _esmaen~m~l~ '~ ~'
<br />purposes and that sooner or l~ter some kind of business would be located there, ~ud as it is
<br />now bringing no revenue to the owners or to the City, I feathers w~s n6thing I could do but
<br />approve the application.
<br />
<br /> The design of the g~s station, as shown on a sketch submitted with ~oplication,
<br />is very a~tractive. I also considered the fact that should a building be erected on this
<br />corner, it would obstruct the view ~ud light, while if a static5 of ~u a~tractive design were
<br />erected, it would not injure the value of property in the vicinity.
