<br /> At a regular meeting of the 0ity Council held july lOth at 8 p.m. there were present:

<br /> The minutes of the regular meeting June 25th were read and were approved.
<br />
<br /> On motion of Mr. Mayo, the privilege of the floor was granted to a Committee from the
<br /> Spanish War Vetere~s. Mr. J. T. Johnson spoke and~stated that it was the intention of the
<br /> Spanish Va~ Veterans of this City to try and bring the 1929 Convention of said Organization
<br /> to'this City and asked the Council to aoprove the plan and give it their mor~l support.
<br /> Mr. White moved that the Council~ give their moral support, without financi~l responsi-
<br /> bility, to this en~e~orise,.and that the 0ity Man~ger be authorized to in?ire the Soanish
<br /> War Veterans of the State to meet in this City in 1929. The m~tion was adopte~.

<br /> REPORTS
<br /> The following communications were read from the City M~uager:

<br /> 1st. "I beg to announce
<br /> that I have approved the recommendation of the Chief of the Fire Department that Hoseman Charles
<br /> Felton be dismissed, effective midnight, J~ue 29th, 1928, for the good of the Department."
<br /> On motion, the notice was ordered to be filed.
<br />
<br /> 2nd. "I beg to announce that I have sqoproved the r~ommend~tion of the Chief of the Fire
<br /> Department Shat C. C. Floyd, Hoseman Grade ~A~ be dismissed, effective midnight, July 3rd, 1928,
<br /> for the good of the Department.~
<br /> On motion, the notice was ordered to be filed.

<br /> 3rd. "During the month of June, we had ~u unprecedented demand for typhoid inoculations.
<br />At 'the clinic on ~iddle St. 6,408 inoculations were given during the month. It has been the
<br />custom to pay for the serum from item D-6 of the Health. appropriation. This item in our budget
<br />~ares for laboratory and fumigati~ suoolies, etc. Th~
<br /> ~ · '~ ~ -- -~. ........ ~ ....... ~ the 1928 budget
<br />zor tnms z~em was $1100.O0~ therefore thzs keavy typhoid immunization rush has exhausted this
<br />amount. This work should continue uninterrupted and I ~m asking that s~u appropriation of $999.00
<br />be~ made tonight for the purpose. The demand for the treatment has been caused by the number
<br />of typhoid cases occurring during June; one case particularly where the father and fi~e children
<br />had the disease at one time, affected the people, and made them ready and willing to receive
<br />the treatment. As ps~rt of the plan for prevention of disease, I feel that the 0ity should use
<br />~ithout stint what is considered by the medical profession a known preventive for typhoid.
<br />
<br /> For your information, eighteen cases of t~phoid were reported in June and last
<br />year there were twenty-one during the ~ntire year ~ud in 1926 only nine.
<br />
<br /> in view of t~e foregoing and as our citizens, both white and colored are anxious
<br />for this treatment, I believe this to be a necessary expenditure at this~time."

<br /> Mr. ~yo moved that the Manager's recommendation be concurred in, and that a soeci~l
<br />appropriation of $999-00 be allowed for Health, D-6.

<br />removal. E~ch member of the 0ouncil has received through mail a copy of this proposs~l.

<br /> I h~ve worked on this for several months and believe the proposed changes to be
<br />to the best interests of the 0ity and recommend their passsge. However, if it is not thorough-
<br />ly understood by the 0ouncil and there is not sufficient time to go into it tonight, I recommend
<br />that it be handled at a special meeting at an early date, because this work should be done be-
<br />fore bad weathermbegins.~

<br />for ten days the form of ordinance a~d form of contract attached hereto as a part hereof,
<br />specSfyiDg the work to be ~one and performed by Virginia Electric and Power Oompanyunder sub-
<br />section (d) of Section 14 Of the ordinance, adopted August 27th, 1926,'under'which said company
<br />operates the street railway system in said city, and relieving said company of any duty or
<br />obligation to do or perform.any other or further work required by said sub-section.

<br />MOUTH & the VIRGINIA ELEOTRI0 AND POWER COMPANY to specify the work to be done by the Virginia
<br />Electric and Power Company.under Sub-section (D) of Section l~ of the ordinance adopted August
<br />27th, 1~2~, by which said Virginia Electric ~nd Power Oompany was granted a street railwa~y
<br />franchise in said~City, an~ ~o relieve said Oompany from any further duty or ~bligation imposed
<br />upon it by said Sub-section~ a copy of which contract is attached hereto, as
