<br /> 3rd. An Ordinance to Amend and Re-ordain Section 306 of the City Code as amended and
<br />re-ordained by an Ordir~anoe passed by the City 0ounoil on J~uue 17~ 1920, relating to the
<br />furnishing of water to consumers and to premises, requiring contracts and deoosits from water
<br />consumers a~ud persons applying for taps; placed on first reading by Council ~iay 8th.

<br /> T.~e undersigned, the Southern Residence Corporation, which is an affiliated
<br />Company of the Southern Savings & Finance Company, Incorpor~ted~ cf Norfolk, Virginia, re-
<br />presents that they are the owners of a certain lot aud dwelling at the south-west co-~ner of
<br />Lincoln Street and s~u alley which is one block East of the Deep Creek Boulevard, which said
<br />~lley is ten (lC) feet wide and belongs to the City of Portsmouth, Virginia; that your pe-
<br />titioners were compelled to_ ourchase the said property at a foreclosure sale, and upon
<br />survey of the sams they find that a portion of the dwelling encroaches on this alley which is
<br />not used to any great extent, and it would be ~ very e¥oensive_ ~n~no' ~ to move the house away
<br />from its present looation. Your petitioners, therefore, obtained options on two lots on the
<br />East side of said+~alley in order that the same may be straightened out, ~ud are Detitionir~
<br />the Oouncil that ~ney exchange with them an eoual amount of land on the East of said alley
<br />for that portion of said alley wnm~h is occupied by said dw~elling, so as ~to save your petition-
<br />ers the expense and the los~ of either moving or tearing down this'oumlemng.' ~' You w_.ll~ ~ realize
<br />that it is impossible to sell the same in its present condition, and your petitioners
<br />going to quite a great deal of expense having to purchase two lots in order to straighten
<br />out this tangle.

<br /> ~e have attached hereto a map which has been made by Heber C. Cassell, C. E.
<br />The black lines marking said alley sho~ its present location and the red lines show the pro-
<br />perty which the undersigned proposed ~o e~change with the City in order to save them a great
<br />deal of expense and loss.

<br /> The undersigned would ~ooreoiate_ immediate action in t~zs~' matter, as its cotton
<br />does not extend ~eyond thirty (30) days for the purchase of the property necessary to str~ighte~
<br />out these lines.
